Description:
The City of Helsinki seeks a unified SaaS solution for centralized data management to enhance data sharing, decision-making, and integration across its sectors and municipal enterprises.

The procurement is for a centralized and unified solution that supports the strategic goals of the City of Helsinki in leveraging data, digitalization, and data-driven decision-making. The solution to be procured is intended for use by the City of Helsinki’s sectors and municipal enterprises. The ready-made solution will be implemented as a SaaS service (cloud-based solution). The solution will be delivered as a comprehensive service, including a fixed implementation project, ongoing service support and maintenance, as well as separately ordered expert services. The scope of the procurement is detailed in the request for proposals and its appendices.

The city of Helsinki continuously generates and utilizes large amounts of data, and the management of its data assets is fragmented across various sectors and municipal enterprises. The aforementioned administrative bodies have different practices and capacities for managing data descriptive information, or metadata, which complicates obtaining a comprehensive overview. There are several standardized metadata models in use, but their application and management vary, making data sharing and integration challenging. Metadata is not managed centrally, and there is no existing framework for it.

Data ownership practices vary across administrative bodies, which can affect data sharing, quality maintenance, and the definition of responsibilities. This hinders the effective utilization and sharing of data between different administrative bodies and contributes to information being strongly person-dependent, creating risks for the continuity of data management.

Although particularly financial and HR data is already being shared, the city’s extensive data assets are not fully utilized. There is so much data that its potential is not always recognized, and data sharing does not occur systematically or at the city level. Some of the city’s older systems do not support modern data modeling and integration needs, while newer systems do.

The management of vocabularies is mainly decentralized by administrative body, and there is no centralized management model in place. This complicates data consistency. Additionally, the mobility of data between systems is not fully controlled. Transferring information between different systems can be challenging, which can lead to data loss, incorrect information, or delays in decision-making.

To address these challenges, the city of Helsinki has initiated a data management development project, which includes the procurement of a city-wide data catalog. The purpose of the data catalog is to provide a centralized solution for managing, discoverability, and understandability of the city’s data assets. The solution to be procured is intended to support data-driven decision-making.

The contract is valid for a fixed term of two (2) years from its signing. After that, the contract will continue indefinitely.

The subject of the procurement is described in more detail in this request for proposals and its appendices.

The City of Helsinki does not commit to any procurement quantities.
