The dynamic procurement system (DPS) targets platforms, licenses, and expert services for data-driven management and artificial intelligence.
The actual procurements will be made based on separate tenders through internal competitions within the DPS, where the procurement unit specifies and describes its detailed procurement needs.
The procurement of platforms and licenses may involve, for example, solutions based on commercial software for data-driven management, usage rights for software, licenses, and/or software solutions based on open source code. The target may also include tools intended for the management of data-driven management, data warehouse automation, integration, analytics, reporting, and visualization.

The procurement unit is not committed to acquiring any minimum amount within the DPS. A procurement contract made within the DPS does not grant the supplier exclusive rights to provide the service.
In the internal competitions of the dynamic procurement system, the procurement unit requests assurance from the bidder that the bidding company, or those companies or individuals under its ownership, control, or direction, or its subcontractor, is not subject to sanctions imposed by the European Union or the United Nations (UN), or a sanction or asset freeze decision made by Finnish authorities. The procurement unit will exclude from the internal tender competition those suppliers who do not meet the aforementioned requirement. The procurement unit also has the right to terminate the procurement contract immediately if the supplier is subject to any of the aforementioned sanctions or asset freeze decisions.
