A detailed description of the subject of the contract is included in Attachment No. 1 to this inquiry (SPECIFICATION OF ESSENTIAL TERMS OF THE CONTRACT).

1. The subject of the contract is the execution of R&D work in the area of embedded systems, digital audio signal processing, and integration with intercom systems, carried out within the M4B project, in the part assigned to the R&D partner. The contract scope includes work carried out in:
• Task 1 of the project (M1–M10), i.e., preparation and comparative studies of 3 DSP platforms, laboratory and field tests of 2 selected platforms, development of a dedicated DSP board with firmware as well as development of an audio transmission protocol between the pole node and the computation node,
• Task 2 of the project (M6–M13), i.e., technical startup of models on an IQ-9 class edge platform (or equivalent), preparation of startup variants, measurements of run-time, memory and resource consumption, assessment of component concurrency on the device, and technical verification of the DSP↔IQ-9 connection,
• Task 4 of the project (M17–M24), i.e., thermal tests of the DSP board, electromagnetic compatibility tests, and validation of Intercom Bridge compatibility with intercom switches, including measurements of switching parameters and audio path quality.

The planned start date of the design work is 02.11.2026 (M1). The R&D work concerns a project co-financed by EU funds.
Planned implementation periods:

• Task 1 of the project (M1–M10),
• Task 2 of the project (M6–M13),
• Task 4 of the project (M17–M24).

Untimely execution and delays in the execution of R&D work resulting from the Contractor's delay will be subject to contractual penalties.

Proper names (trademarks) that may appear in this inquiry and its attachments are illustrative and serve to specify the expected standard; the Contracting Authority allows the submission of "equivalent offers." An "equivalent offer" means one that presents a description of the subject of the contract with the same or better technical, qualitative, functional parameters meeting the minimum requirements set by the Contracting Authority, but marked with a different trademark, patent, or origin.

Evaluation criteria of offers:
- Criterion gross price of the subject of the contract (KC) – weight 100%

Due to the character limit, details on the scoring evaluation of the offer are presented in Attachment No. 1 "Specification of Essential Terms of the Contract."

Participation conditions:

To assess the fulfillment of this condition, the Contractor shall submit a statement confirming no arrears in paying taxes and health and social insurance contributions. This statement is part of the offer form – Attachment No. 2 to this inquiry.
- Persons capable of executing the contract: Contractors who have adequate human resources to perform the contract, i.e., persons able to properly execute the contract, may apply.

This condition will be considered met if the Contractor presents a list of key personnel intended to be engaged in the contract, along with descriptions of the competencies and experience of each person.

The list should include resources (name and surname) possessing:
- experience in designing embedded systems and PCB electronics, including developing schematics, board designs, and prototyping,
- competencies in digital signal processing, especially in beamforming, echo cancellation, noise reduction algorithms, and using environments such as DSP Concepts Audio Weaver or equivalent solutions,
- experience with audio protocols such as AES67, AVB, TSN, or real-time audio transmission,
- experience conducting electromagnetic compatibility tests and preparing electronic devices for certification.

It is also required that the contractor submits a statement confirming fulfillment of the participation condition related to having adequate human resources to perform the contract. This statement is part of the offer form – Attachment No. 2 to this inquiry.

The Contracting Authority reserves the right at the offer assessment stage to request Bidders to submit references, acceptance protocols, letters of intent, CVs, certificates, conduct verification meetings confirming the fulfillment of the requirements. Failure to provide additional documents upon request may result in the rejection of the offer as not meeting the participation conditions.
- Technical capacity: It is required to attach a list of available research and technical infrastructure that will be used to carry out the contract, in particular:
• laboratory facilities (at least workstations, DSP development kits)
• measurement apparatus (at minimum equipment for sound testing and measurements, equipment for thermal validation),
• access to EMC testing environment or capability to perform electromagnetic compatibility tests,
• infrastructure necessary for audio and integration testing.
At the offer evaluation stage, the Contracting Authority reserves the right to request additional documents confirming the information in the list if any doubts arise regarding the completeness of the submitted list.
