In addition, the contracting authority reserves the right to make further calls until the end of the contract term, with a total purchase quantity not exceeding 18,000 ultrasonic water meters. There is no entitlement for the contractor to call off the full maximum quantity. The contract will be concluded with only one economic operator. The Oleftal Water Association reserves the right to award the contract on the basis of the initial offers without entering into negotiations.

Supply of ultrasonic water meters with NB-IoT communication unit and data processing software.
The subject of the procurement procedure is the conclusion of a framework agreement for the supply of ultrasonic water meters (hereinafter meters) with integrated Narrowband Internet of Things (NB-IoT) communication unit and data processing software.
The meters to be supplied must be suitable for a service life of at least twelve years. The sample warranty must be at least six years. Additionally, the calibration validity must be at least six years. Proof of an initiated or ongoing qualification procedure is required for the possibility of extending the calibration period by six years.
The meters must comply with the requirements of Directive 2014/32/EU (MID certification or equivalent) and be conformity assessed. Furthermore, a protection rating of at least IP68, the ultrasonic measurement principle with a high measuring range (R 250 or higher), and over-the-air update functionality are mandatory. The battery life must be at least fourteen years. The meters must be available in the material "Composite" with 40% glass fiber reinforcement as well as in the material "lead-free brass <0.1% lead" according to the valid EU design type approval certificate. The meters must have a protective cover that can be engraved with an individual logo by laser marking.
The scope of performance also includes providing the associated documentation, technical advice, and accompanying services such as support during commissioning or interface configuration.
Furthermore, the contract includes the procurement of a central platform for meter management. This platform should enable the connection, management, and evaluation of the supplied meters. In particular, it must include a head-end system (HES) for secure communication with the ultrasonic water meters as well as a meter data management (MDM) system for preparation and analysis of the meter data. Optionally, the platform can be supplemented by a user-friendly end-user application.
Within the scope of the procurement procedure, the contracting authority additionally reserves the right to request sample meters as well as software access to the central platform for meter and data management for testing purposes. This may also include corresponding sample requirements from subcontractors where applicable.
