"Construction supervision during the implementation of the project: "Energy renovation of multi-family residential building, Blvd. "Bulgaria" No. 78 - Headquarters, Harmanli".
The subject of the public procurement for each of the lots from No. 1 to No. 9 includes the following activities for the relevant facility:
Carrying out construction supervision during the construction until acceptance and commissioning of the construction within the mandatory scope regulated by the Spatial Development Act and the subordinate regulatory acts for its application, including: performing inspection and control of the delivered and used construction products, ensuring compliance with the essential requirements for construction in accordance with the requirements of the regulation under Article 9, paragraph 2, item 5 of the Law on Technical Requirements for Products, as well as coordinating the construction process until the construction is commissioned, including control of quantities, quality, and compliance of the executed construction and installation works with the contract for the engineering performance of the project, as well as other activities subject to the engineering contract;
- Performing the functions of Safety and Health Coordinator under the provisions of Ordinance No. 2 of 2004 on minimum requirements for health and safety conditions during construction and installation works, including fulfilling all obligations of the Contracting Authority, provided for in the aforementioned ordinance;
- Preparation of a Final report on the construction, in accordance with Article 168, paragraph 6 of the Spatial Development Act and Ordinance No. 2 of July 31, 2003, for commissioning of constructions in the Republic of Bulgaria and minimum warranty periods for completed construction and installation works, facilities, and construction sites, and updated Technical passport for the construction in accordance with Article 176a of the Spatial Development Act and Ordinance No. 5 of 2006 for technical passports of constructions;
- Management of the processes of commissioning until the issuance of a Use Permit/ Certificate of Commissioning;
- Liability under Article 168, paragraph 7 of the Spatial Development Act until the expiration of the warranty periods for the respective types of construction and installation works.

The subject of the public procurement for each of the lots from No. 1 to No. 9 includes the following activities for the relevant facility:

The subject of this public procurement includes the provision of consulting services according to Art. 166, para. 1 of the Territorial Development Act - exercising construction supervision and preparing a comprehensive report for evaluating the compliance of investment projects for various sites in the territory of Harmanli municipality.
The subject of the public procurement for each of the specific positions from No. 1 to No. 9 includes the following activities for the respective site:
Exercising construction supervision during construction until acceptance and commissioning of the construction in the mandatory scope regulated in the Territorial Development Act and the subordinate normative acts for its application, including:

"Preparation of a comprehensive report for assessing compliance with the basic requirements for constructions of the investment project for the site: "Energy renovation of a multi-family residential building, Blvd. "Bulgaria" No. 66 - 74, Block 3, Entrance A, B, C, D, and E, Harmanli".
The subject of the public procurement for each of the specific positions from No. 10 to No. 18 includes the following activities for the respective site:
Preparation of compliance assessment of the investment project for the site, including:
Compliance assessment with the essential requirements for constructions of all parts of the technical investment project for the construction, in volume and content according to the Territorial Development Act, including compliance and technical control assessment of the "Structural" part according to Art. 142, para. 10 of the Territorial Development Act;
Preparation of a comprehensive report for the performed evaluations for compliance with the essential requirements for constructions;
Assistance to the Client in the procedure for coordination and approval of the investment project (if necessary).
The comprehensive report for assessing the compliance of the investment project should meet the requirements of Art. 142, para. 4, para. 5, para. 6, item 2, para. 9 and para. 10, Art. 166, para. 1, item 1, sub-item 1, para. 4, Art. 169, para. 1 and para. 3 of the Territorial Development Act, the Law on Technical Requirements for Products, Regulation No. 4 of May 21, 2001, on the scope and content of investment projects, issued by the Minister of Regional Development and Public Works, Regulation No. RD-02-20-1 of February 5, 2015, on the conditions and procedure for embedding construction products in constructions in the Republic of Bulgaria of the Ministry of Regional Development and Public Works, DV, No. 14/20.02.2015, other laws and subordinate normative acts regulating construction and territorial development, Regulation No. RD-02-20-25 of December 3, 2012, on the conditions and procedure for issuing a certificate for entry in the register of consultants for evaluating compliance of investment projects and/or exercising construction supervision.
The compliance assessment of the investment project covers all parts of the investment project that are the basis for obtaining a building permit under the Territorial Development Act. Their mutual coordination, completeness, and structural compliance are evaluated.
The Contractor must report and defend its decisions contained in the prepared comprehensive report during its review, announcement, and approval by the CLIENT.
The investment projects for the sites for which a compliance assessment with the essential requirements for constructions should be made will contain at least the following parts: "Architecture", "Structures", "Energy Efficiency", "Electrical", "Fire Safety", "Safety and Health Plan", "Construction Waste Management Plan".
LOT-0011
"Preparation of a comprehensive report for assessing compliance with the basic requirements for constructions of the investment project for the site: "Energy renovation of a multi-family residential building, Blvd. "Bulgaria" No. 22, Block 116, Harmanli".
The subject of the public procurement for each of the specific positions from No. 10 to No. 18 includes the following activities for the respective site:
Preparation of compliance assessment of the investment project for the site, including:
Compliance assessment with the essential requirements for constructions of all parts of the technical investment project for the construction, in volume and content according to the Territorial Development Act, including compliance and technical control assessment of the "Structural" part according to Art. 142, para. 10 of the Territorial Development Act;
Preparation of a comprehensive report for the performed evaluations for compliance with the essential requirements for constructions;
Assistance to the Client in the procedure for coordination and approval of the investment project (if necessary).
