REQUEST FOR INFORMATION
HUS is preparing a procurement concerning the laboratory production management system (LIS system) and related usage, support, and maintenance services for the use of the HUS Diagnostic Center.
The purpose of the request for information is to survey available solutions on the market, suppliers' capabilities, implementation and deployment models, lifecycle cost factors, and an appropriate scope and procurement model for the acquisition. This request for information is neither a procurement notice nor a request for tenders, and responding to it does not bind HUS or the respondent. No tender competition will be initiated with this request for information.
The HUS Diagnostic Center is Finland’s leading provider of clinical laboratory services. The center operates in eight medical specialties and is nationally responsible for several highly specialized examinations as well as research and education related to the university hospital. The Diagnostic Center serves primary health care and specialized medical care in Uusimaa, Kymenlaakso, and South Karelia regions.
The laboratory operations and key functionalities of the HUS Diagnostic Center are described in more detail in Appendix 1, Laboratory Operations and Key Functionalities of HUS Diagnostic Center.
HUS aims to renew laboratory production management so that the future LIS solution or LIS solution package supports high-quality, safe, and cost-effective laboratory operations as well as continuous development in line with HUS's strategy.
The solution must serve both the common and specialty-specific needs of the various laboratory specialties within the HUS Diagnostic Center. The objectives are to:
• streamline and appropriately standardize laboratory processes
• reduce manual work and the risk of human errors
• improve patient safety, traceability, usability, and operational efficiency
• enable wider use of automation, reporting, and artificial intelligence
• provide real-time situational awareness for monitoring and management
• ensure safe and smooth communication between laboratory analyzers, other laboratory devices, HUS, customer organizations, national services, and other systems
• enable scalability, adaptability, and cost-effective development of the solution throughout its lifecycle.
HUS has not, at this stage, defined one predetermined system or architectural model for achieving the target state. The solution may be based on a single comprehensive solution serving various laboratory specialties, a combination of LIS solutions from potentially different suppliers that are compatible, specialty-specific solutions, a combination of these, or another suitable implementation model.
Through this request for information, HUS seeks software suppliers’ views on what kind of solution and service package would best support the operations of the HUS Diagnostic Center, the needs of different specialties, integration management, operational continuity, as well as the lifecycle development and cost-efficiency of the system environment. The core benefits, limitations, dependencies, risks, and lifecycle impacts of the proposed implementation model should be justified.
Interested service providers are requested to submit their responses to the questions in Appendix 2 by no later than 30.10.2026 at 16:00 (GMT+2) to the email address kilpailutus.ict@hus.fi. The email subject must include the notation: "HUS 439-2026 Laboratory Production Management System".
Based on the responses to the request for information, HUS may invite suppliers to separate discussions or visit reference laboratories to familiarize themselves with solutions available on the market. HUS may use the received responses in preparing the procurement target, requirements, pricing model, schedule, and procurement structure.
No compensation will be paid for responding to this request for information. Responding to the request does not oblige the supplier to participate in any later tender competition, nor is it a prerequisite for participation. Whether or not a supplier responds does not affect their position in the actual tender competition.
The request for information does not obligate the contracting entity to carry out an actual procurement or implement it as described, nor must the contracting entity take into account the responses received when drafting the request for tenders.
Responses from suppliers will be treated confidentially.
