The subject of the contract includes the delivery, installation, and commissioning of:
1) 891 photovoltaic installations, constituting a source of electricity generation from RES along with infrastructure allowing for the discharge of the produced energy. 2) 155 energy storage units coupled with RES energy-generating units, 3) 479 heat pump installations coupled with existing PV installations. The contract is divided into three tasks, described in Chapter 6 of the SWZ. The subject of the contract also includes the design of the installation of photovoltaic installations, energy storage units, and heat pumps (development of technical designs).
The contract is intended for use by individuals, including the contracting authority's employees; therefore, the description of the subject of the contract has been prepared considering accessibility requirements for people with disabilities and design intended for all users (in accordance with Article 100 paragraph 1 of the Pzp Act). A detailed description of the subject of the contract is included in Annex 1 to the SWZ – Functional and Utility Program. Annex 1 includes documents referring to the three tasks described in Chapter 6 of the SWZ.

Task 1: NOWODWÓR MUNICIPALITY
a) Construction of 2 photovoltaic installations on public utility buildings and 83 on residential buildings. The scope of this task includes designing, executing the delivery, and installation of 85 photovoltaic installations in the Nowodwór Municipality (83 concerning residential buildings, 2 concerning public utility buildings). Technical designs will be prepared for each building involved in the project as part of the task.
b) Construction of 14 electric energy storage units (residential buildings) coupled with RES energy-producing units. The scope includes designing, executing the delivery, and installation of 14 energy storage units in the Nowodwór Municipality (residential buildings). Technical designs will be prepared for each building involved in the project.
c) Construction of 35 heat pumps (residential buildings) coupled with existing installations. The scope includes designing, executing delivery, and installation of 35 heat pumps in the Nowodwór Municipality (residential buildings).
Technical designs will be prepared for each building involved in the project as part of the task.
2) Task 2: RYKI MUNICIPALITY
a) Construction of 13 photovoltaic installations on public utility buildings and 660 on residential buildings in the area of the energy cluster – Ryki Municipality. The scope includes designing, executing delivery, and installation of 673 installations in the Ryki Municipality (660 concerning residential buildings, 13 concerning public utility buildings). Technical designs will be prepared for each building involved in the project.
b) Construction of 125 electric energy storage units (112 residential buildings, 13 public utility buildings) coupled with RES energy-generating units. The scope includes designing, executing delivery, and installation of 125 energy storage units in the Ryki Municipality (112 residential buildings, 13 public utility buildings). Technical designs will be prepared for each building involved in the project.
c) Construction of 375 heat pumps (373 residential buildings, 2 public utility buildings) coupled with existing installations. The scope includes designing, executing delivery, and installation of 375 heat pumps in the Ryki Municipality (373 residential buildings, 2 public utility buildings).
Technical designs will be prepared for each building involved in the project.
3) Task 3: KŁOCZEW MUNICIPALITY
a) Construction of 4 photovoltaic installations on public utility buildings and 129 on residential buildings in the area of the energy cluster – Kłoczew Municipality.
The scope includes designing, executing delivery, and installation of 133 installations in Kłoczew Municipality (129 concerning residential buildings, 4 concerning public utility buildings). Technical designs will be prepared for each building involved in the project.
b) Construction of 16 electric energy storage units (12 residential buildings, 4 public utility buildings) coupled with RES energy-producing units.
The scope includes designing, executing delivery, and installation of 16 energy storage units in Kłoczew Municipality (12 residential buildings, 4 public utility buildings).
Technical designs will be prepared for each building involved in the project.
c) Construction of 69 heat pumps (65 residential buildings, 4 public utility buildings) coupled with existing installations.
The scope includes designing, executing delivery, and installation of 69 heat pumps in Kłoczew Municipality (65 residential buildings, 4 public utility buildings).
Technical designs will be prepared for each building involved in the project.
3. The performance of the contract must comply with the DNSH principle (“Do No Significant Harm”) according to Article 17 of Regulation (EU) 2020/852 of the European Parliament and Council and the guidelines for projects financed from the KPO.
4. The ordering party requires the subject of the contract to comply with the DNSH principle (do no significant harm) within the meaning of Article 17 of Regulation (EU) No 2020/852.
A separate contract will be concluded with the selected contractor for each of the above-mentioned tasks. This results from the need for individual accounting of funds by each contracting party.
The implementation of the task is necessary to achieve the main objective of the project, i.e. the development of the Energy Cluster of Ryki County, among others by increasing self-consumption through an increased number of heat pumps, which will help to relieve the power grid in this area.
