In accordance with § 5a of the Climate Protection Act (KSG 2024) amended in 2024, greenhouse gas projection data is prepared annually for all sectors by the Federal Environment Agency. The projection data reflect the emission developments in all years up to 2030 based on the available GHG emission data, as well as for the years 2035, 2040, and 2045. Due to its responsibility for the building sector, the BMWSB is involved in the process of creating the projection data. As part of this project, the BMWSB is to be scientifically supported and advised until the end of 2027. This includes, among other things, the following activities: • Coordination and demonstration of the effects on the building sector of possible calculation boundary conditions for the preparation of the projection data (e.g., approaches to climate adjustment, price data, data on construction activity, and population development...) • (short-term) participation in discussion rounds • Preparation and impact assessments of climate protection measures • Development of a balancing methodology for estimating the GHG reduction effects of cross-sectoral climate protection measures in the field of buildings. In particular, the allocation of the climate protection effect of BMWSB's new construction funding to the sectors of industry, energy, and buildings.
According to §10 KSG, an annual climate protection report must also be prepared, which addresses, among other things, the development of GHG emissions and the status of the implementation of climate protection programs (according to § 9 KSG). Similarly to the projection data, an ongoing scientific support of the process for BMWSB until the end of 2027 is to take place within the framework of the project. This includes, for example: • (short-term) review and possibly commenting on parts and drafts of reports regarding connections to the building sector and points of contact with BMWSB in general • (short-term) participation in discussion rounds • Preparation of text modules as a contribution from BMWSB to the climate protection report. These may require coordination with individual specialist departments of BMWSB and BBSR.
The project also includes the ad-hoc consultation of BMWSB regarding European or international reporting systems, as far as it concerns the building sector in Germany and the determination of a balancing methodology for cross-sectoral GHG reduction measures. The latter should focus specifically on the BMWSB new construction funding.
