The Municipality of Szombathely, a city with county rights, as the contracting authority, intends to procure approval plans and execution plans related to the development of the city’s green areas under the TOP Plus planning tasks. The procurement procedure parts are: - 1st procurement part: "Búzavirág Park green area development, playground establishment" - 2nd procurement part: "Park development at Éhen Gyula Square" - 3rd procurement part: "Károly Street green area development, playground establishment" - 4th procurement part: "Hunyadi Street green area development, playground establishment" - 5th procurement part: "Green area development behind Diófa Street 5-6" - 6th procurement part: "Kőrösi-Fogaras street green area and playground development" - 7th procurement part: "Újperint green area and playground development" Detailed descriptions of the individual procurement parts will be provided per respective part.

Búzavirág Park green area development, playground establishment.
The Búzavirág Street park is located in the Kám district on the Szombathely property parcel no. 1265, in a residential area with detached houses. It has an east-west orientation and an elongated rectangular shape covering 3,979 m2. Planned renovation: The promenade starts from the bridge and extends to the sidewalk of Maros Street, providing pedestrian traffic crossing Búzavirág Street a greener environment. The east-west oriented access road alignment is designed with a curved plan, at least 120 cm wide, with permanent substructure, and easily maintainable, placed as far as possible from tree roots (static protection zone). The promenade surface shall be made with concrete garden edging and smooth paving stones or asphalt. The playground attached to the promenade will be built in the eastern part of the park, sufficiently distant from Maros Street. The playground is located in a protected area and does not require fencing. Both the base surface and the playground equipment impact-absorbing surfacing shall consist of washed gravel (4/8). The main play element is a central combined climbing frame with slide, possibly with multiple towers and extended functions. Additionally, three to four supplementary play elements are to be placed, such as swings, seesaw, carousel, balancing apparatus, a small climbing frame for toddlers, sandbox, spring rider, etc. The area should not have a regular geometric shape (e.g. square, rectangle) but a more relaxed outline fitting the park’s wooded atmosphere. Primary considerations include durable, high-quality materials and layering, aesthetically pleasing and well-crafted play equipment, addressing sustainability issues and aiming for transparency. New street furniture, waste bins, and bike racks will be installed along the promenade and playground. Planting is necessary in the immediate surroundings of the playground and promenade. During the design, the opinions and recommendations of the Green Infrastructure design jury must be taken into account. The detailed technical content is described in the Design Program. The Offeror's primary task is to prepare the approval and execution plans necessary for the implementation of the development. The Offeror’s further tasks include: • coordinating and official administrative procedures with authorities, professional authorities, managers, utility service providers, and others; • obtaining all data, documents, and certificates necessary for the complete fulfillment of the design task in accordance with the applicable regulations and laws; • integration of comments raised during the client’s review of the approval plan and remarks formulated by the Green Infrastructure design jury during the design process. Preparation of approval documentation. The design must consider cost-effective solutions, material use, and long-term sustainable economical operation. Beyond preparation of the approval plan documentation - the Offeror's responsibilities are: • all official, professional authority, managerial and other consultations and administrative procedures related to the work designed by the Offeror; • obtaining all permits, documents, and certificates required within the scope of the design documentation according to the applicable legislation and regulations. The design documentation must be prepared at least in the following breakdown: 1. Condition documentation including geodetic survey and base design map (genplan), with a technical description presenting the existing condition 2. Plan of the planned condition • Technical description and plan parts • The contracting authority will commission the designer with securing official consultations, expert opinions, road management, and utility provider approvals. The contracting authority will pay related procedural fees, professional authority procedural and other charges, and additional related fees. Preparation of execution documentation. The design must take account of cost-effective solutions, material use, and long-term sustainable economical operation. The execution documentation also serves as procurement documentation for the public procurement procedure aimed at the construction. The Offeror's task is to ensure that the execution documentation fully complies with the legal regulations applicable to the procurement procedure, based on Government Decree 322/2015 (X.30.). Park development at Éhen Gyula Square.
The Éhen Gyula Square in Szombathely is a property on parcel no. 6752, extending north-south, in front of the railway station. The design area is the southern central island of the square, bordered by a raised curb, approximately 3,200 m2 in size. Planned renovation: The development aims to optimize and organize bus stops, designate locations for new bus shelters, and direct pedestrian traffic arriving in the central square. Additionally, a key element is removal of the asphalt surface, development of larger, valuable green areas, and local infiltration of water from surfaces innovatively. Pavements, obsolete billboards, benches, bus shelters, and phone booths will be demolished in the area. The square’s lighting should be considered, though its reconstruction is not necessarily required. The area will have easily maintainable, solid, permeable pavements, biodiverse drought-resistant perennial beds, options for local rainwater infiltration, placement of rest benches, creation of an open, transparent square, natural shading, afforestation, and a new concept park development. Use of high-quality materials and layering is important for longevity, usability, and to address sustainability issues. The opinions and recommendations of the Green Infrastructure design jury must be taken into account in the design. The detailed technical content is described in the Design Program. The Offeror's primary task is to prepare the approval and execution plans necessary for the implementation of the development. The Offeror’s further tasks include: • coordination and official administrative procedures with authorities, professional authorities, managers, utility service providers, and others; • obtaining all data, documents and certificates necessary for the complete fulfillment of the design task according to applicable regulations and laws; • integration of comments raised during client review of the approval plan and remarks of the Green Infrastructure design jury during design. Preparation of approval documentation. The design must consider cost-effective solutions, material use, and long-term sustainable economical operation. Beyond preparation of the approval plan documentation - the Offeror's responsibilities are: • all consultations and administrative procedures related to the designed work; • obtaining all permits, documents, certificates required within the design documentation scope as per valid regulations. Károly Street green area development, playground establishment.
The project area is part of Szombathely property parcel no. 9146/13, covering 3,500 m2 in a typical housing estate environment. Planned renovation: The area will serve multiple functions linked along a central promenade that anchors access points. The promenade will be at least 120 cm wide, built with concrete garden edging and smooth paving stones. Public lighting installation is necessary on the development site. The existing playground equipment will be removed from its current location. A more attractive playground with more equipment and larger area is planned. Fencing of the playground is not necessary. The playground will have new, sturdy yet comfortable benches (6 units), 3 waste bins (green plastic commonly used in the city), and nearby a bike rack and drinking fountain. A community garden is planned on approximately 500 m2 between the playground and the social building’s plot. The garden enclosure is important. A key element is 12-15 raised garden beds. Also planned are a tool storage, composting area, water access, grill station, and 4 benches. Use of durable, high-quality materials and layering is critical for longevity and usability. The planning site is located in Szombathely, at 51 Hunyadi Street (ten-story building) on the eastern side, at the northeast corner of the public area with parcel number 8205/12, in a typical residential housing estate environment, covering approximately 1000 m2. The development aims to create a central playground that promotes multiple types of movement and meets the needs of several age groups, serving as an inviting play area. Due to the playground's location, it is necessary to enclose it with a fence. Proper determination and construction of access points are important. The playground equipment should be made of durable materials, have an attractive, refined design, and comply with standards. The playground will include new, sturdy but comfortable benches, waste bins (green plastic commonly used in the city), and a bicycle rack. Development of green area behind 5-6 Diófa Street.
The development area of 3756 m2 is the green area with parcel number 9591/14 in Szombathely, bounded by four-story residential blocks at 5-6 Diófa Street (parcels 9591/2, 9591/3) located at the southern edge of the housing estate. The aim of the development is to organize the environment of the blocks, create a transparent, accessible, pleasant residential environment, and thoroughly rethink, optimize, and rebuild the pedestrian road network of the area. The asphalt sidewalks connecting the bicycle and pedestrian path of Diófa Street to the buildings must be renovated, and concrete slab sidewalks must be removed and demolished. A promenade with a durable foundation, approximately 120 cm wide and easy to maintain, with small gathering areas and benches (2 pieces) in the central part, is proposed, leaving a larger grassy area freely for play. Related to the promenade, a few small-surfaced, low (not growing above 1 m) shrub groups can be planted. Additional trees need to be planted at a sufficient distance from the buildings on the green area. Development of green area and playground at Kőrösi-Fogaras Street.
The area affected by the development within the interior block with parcel number 9628/7 in Szombathely is located between 9-15 Kőrösi Csoma Sándor Street and 8-10 Fogaras Street, surrounded by four-story block buildings (built on swim lots). The affected area is 3010 m2. The goal of the development is to organize the environment of the buildings. Planning should strive to create a transparent, accessible, pleasant residential environment expanded with recreational functions. Asphalt sidewalks directly serving the buildings need renovation. Concrete slab sidewalks, remaining pavements, and non-functional concrete blocks must be removed. A larger inviting playground is planned. Playground equipment should be made of durable materials, be beautiful, refined, and compliant with standards. The playground should satisfy the needs of multiple age groups. The playground is in a protected location; therefore, fencing is not necessary. The playground will include new, sturdy but comfortable benches and plastic waste bins. The asphalt sports court will be demolished, and in its place, a smaller stamped rubber surfaced streetball court will be built, well-positioned, with 1 backboard and reconstruction of the old ball-catching net around it. In the Újperint district, in a family house residential environment, our goal is to create a large green area, completely rethink the existing playground, and establish a recreational function. The current development affects the western end of parcel no. 10698 in Szombathely, covering approximately 2,500 m2. It is not necessary to dismantle the existing playground elements. There is ample space available for installing additional new playground equipment. The aim of the development is to create a playground with a beautiful layout, a larger area, promoting multiple types of movement, and meeting the needs of several age groups. It is important to well define and construct the access points, and apply durable, high-quality materials and layering for longer lifespan and usability. A primary consideration during design is facilitating sustainability and maintaining transparency. Preserving the existing tree stock and protecting the root system is of high importance. Consideration of parking options for those arriving by car is required. The playground is located in a protected area; therefore, fencing is not justified.
