This consultation aims to award a construction design-build contract as defined in Articles L 2171-1-1°; L 2171-2; R 2171-1 of the Public Procurement Code. It is initiated according to the negotiated procedure outlined in Articles L 2124-3; R 2124-3; R 2161-12 to R 2161-20 of the same code and is subject to the publicity requirements defined in Articles R 2131-16 to R 2131-20 of the Public Procurement Code. This procedure is restricted.
It takes place in 2 successive phases: a 1st phase of candidate analysis to select candidates who will be allowed to submit an offer and a 2nd phase of offer submission, analysis, which may include the implementation of a negotiation phase (SYSEG reserves the right to award the contract based on initial offers without negotiation), and the selection of the contract awardee. Candidates selected at the end of phase 1 will receive an invitation to tender including a Consultation File specifying all requirements related to the submission and selection of offers.
The services are broken down into three phases as follows:
- Phase 1: The initiation of design studies for methanization and valorization of the biogas produced by injection into the Grdf network as well as the construction of a covered sludge storage area on the same site as the methanization and the relocation of the sludge dewatering workshop with the creation of a dedicated building;

- Phase 2: The execution studies and works of Phase 1 (preparatory studies, execution studies, construction works, etc...)
o Phase 2a: execution study
o Phase 2b: carrying out the works

It is specified that the partial execution period of the works may be dissociated, with the establishment of a Partial Completion Certificate (CAC) allowing the commissioning of the methanization unit, without the works related to the sludge area being previously completed, in accordance with the reception modalities defined in Article 17 of this CCAP.

- Phase n°3 - Fine-tuning, commissioning, and monitoring during industrial operation
The estimated start date of the contract is May 2027. The duration of the execution of the contract services is estimated at 36 months (excluding the GPA period). The services are paid at fixed prices. The contract includes an optional tranche defined in the specifications.

Offers will be evaluated based on the following criteria:
- Price of services: 35%
- Technical value: 65%
Offers will be assessed according to the criteria and sub-criteria specified in the consultation regulation of the offer phase.
