This contract concerns the development of a Master Plan for the Sanitation System of Troyes Champagne Métropole and aims to carry out:
- A diagnosis of the functioning of the wastewater network of the Wastewater Treatment Plant (WWTP) of Troyes-Barberey in order to identify anomalies, quantify the pollution discharged, and assess its impact on the environment;
- The Master Plan for Wastewater Management (SDAEU), which aims to reduce malfunctions, pollution discharges, and the resulting additional operational costs, to comply with current regulations, particularly through the Urban Wastewater Directive (ERU) No. 91/271/EEC of May 21, 1991, and the decree of July 21, 2015, concerning collective sanitation systems, and to contribute to the objectives of the Master Plan for Water Management and Development (SDAGE) 2022-2027 for the Seine basin and the Normandy coastal watercourses;
- The study of foreseeable adaptations of the WWTP of Troyes-Barberey to comply with upcoming regulations, known as the Revised Urban Wastewater Directive DERU 2 (Directive (EU) 2024-3019 of the European Parliament and Council of November 27, 2024, concerning the treatment of urban wastewater (recast).
In accordance with article L.2113-10 of the Public Procurement Code, this contract is not divided into lots. Indeed, the services expected under this contract are indivisible (justification for non-allotment in article 3.2.1 of the RC).
This contract contains several phases (see article 3.2.2 of the RC for details).
In accordance with the provisions of articles L2125-1.1°, R. 2162-1 to R. 2162-6, and R. 2162-13 to R. 2162-14 of the Public Procurement Code, each lot will give rise to the conclusion of a single-award framework agreement with purchase orders. The holder of the framework agreement will be consulted upon each occurrence of a need, by means of issuing purchase orders, in accordance with the provisions of articles R. 2162-13 and R. 2162-14 of the Public Procurement Code.
In application of article R.2162-4-2° of the Public Procurement Code, the framework agreement will be concluded with a maximum amount of €2,500,000 excluding tax for the entire duration of the validity of the contract.
The duration of validity of this contract runs from its notification date for a firm period of 4 years.
Upon the occurrence of a need for the buyer, the latter will issue a purchase order to the holder.
Aside from the provisions already provided for in the CCTP, the execution deadlines will be set within each purchase order and will begin from the date prescribed therein.
