The target of the procurement is a UAS observation system (passive system) for police use to monitor unmanned aviation in lower airspace. The observation system detects, locates, tracks and identifies the most common commercial UAS in real time using radio frequency observation technology. The system shall be able to indicate on a map of its graphical user interface the location of the unmanned aircraft and its radio controller based on satellite positioning data. The position data shall be based on control protocol telemetry data (demodulation) transmitted between the aircraft and the remote control. Positioning must be possible with a single sensor. The target of the procurement is not a system based on radar observation.
The National Police Board will conclude a concession lease agreement with the winning tenderer. The agreement is valid for five (5) years from the signing and covers the rental and maintenance of the products for 3 to 5 years. The non-binding estimate of procurement volumes during the contract period is 1–30 UAS observation systems. Procurement volume estimates may be specified in the final invitation to tender for the procurement procedure.
The Government Procurement Agreement (GPA) of the World Trade Organization (WTO) is not applied to procurement.
