The project will be implemented in the “design and build” system. The aim of the investment is to produce electricity from renewable energy sources such as photovoltaic micro-installations, storing it in dedicated devices, i.e., energy storage systems. These installations will generate electricity that will be utilized for the needs of private properties, resulting in reduced costs associated with electricity purchase payments, as well as achieving an ecological effect in the form of reducing emissions of carbon dioxide and other harmful gases into the atmosphere. Furthermore, the scope of this investment includes the installation of heat pumps operating in a bivalent system to meet part of the heat demand for heating purposes and preparing domestic hot water from renewable energy sources in the form of heat pumps operating in a modular system, with electric heaters supporting the operation during peak periods.
The installation of heat pumps aims to increase the share of renewable energy sources in the overall energy balance of individual buildings, consequently reducing the operating costs of the properties. The planned endeavor will result in an ecological effect in the form of reducing CO2 emissions and other harmful gases into the atmosphere, contributing to the limitation of their emissions.
The properties where the project is planned are located in the Stare Miasto Municipality and are indicated in Attachment No. 1 to this functional - utility program. The functional - utility program constitutes the basis for preparing a price offer for the comprehensive execution of the task, covering all construction and assembly work, conducting training for the owners of facilities in which installations have been mounted regarding the safe operation of photovoltaic installations, energy storage photovoltaic installations, and heating installations based on heat pumps.
The offer submitted by the Bidders should comply with this functional - utility program. The offer should cover the full range of supplies and services necessary for the implementation of the undertaking, including formalities related to reporting the connection of the installation to the grid, until it is handed over to the Contracting Authority. Moreover, the Contractor is also required to perform all additional works and elements of the installation that have not been specified but are important or necessary for the correct functioning and stability of operation and the required maintenance work as well as to obtain guarantees for the efficient and failure-free operation of photovoltaic micro-installations, energy storage photovoltaic installations, and heating systems based on heat pumps.
The subject of the contract has been divided into two parts:
Part 1 – Photovoltaic installations:
The subject of the contract is the supply, installation, and commissioning of the RES installations at the locations and facilities indicated in the Functional - Utility Program: 184 photovoltaic micro-installations with capacities of no less than:
- 3.68 kWp – 3x
- 5 kWp – 40x
- 7 kWp – 59x
- 10 kWp – 80x
- 30 kWp – 1x
- 49.5 kWp and no greater than 50 kWp – 1x
Among the above-mentioned installations, 117 will be equipped with an energy storage system with a minimum capacity of 5 kWh net.

Part 2 – Heat pumps:
The subject of the contract is the supply, installation, and commissioning of the RES installations at the locations and facilities indicated in the Functional - Utility Program: 70 heat pump installations with capacities not less than for conditions (A-7/W55):
- 7 kW – 6x
- 9 kW – 38x
- 12 kW – 26x
The subject of the contract is described in detail in the Functional - Utility Program – annex No. 10 to the SWZ.

The Contracting Authority anticipates the application of the so-called reverse procedure mentioned in Article 139 paragraph 1 of the Act, i.e., the Contracting Authority will first conduct assessment and evaluation of the bids and then qualify the entity whose bid was rated the highest in terms of the lack of grounds for exclusion and meeting the conditions for participation in the proceedings.
In this regard, the Contracting Authority refers to Article 139 paragraph 2 of the Act and informs that the Contractor is not obliged to submit with the offer the statement referred to in Article 125 paragraph 1 of the Act.
According to Article 257 of the Public Procurement Law, the Contracting Authority may annul the procurement procedure if the public funds that the Contracting Authority intended to allocate for financing all or part of the order have not been granted to it.
Before selecting the most advantageous offer, the Contracting Authority will call only the Contractor whose bid was rated the highest to submit the documents indicated in point 2.2. of the SWZ within the specified deadline set by the Contracting Authority.
The draft provisions of the public procurement contract, which will be incorporated into the content of this agreement, have been specified in the draft contracts that are ANNEXES NO. 9A and 9B to the SWZ.
