The subject of this public procurement is the supply of goods related to the intended measures for visibility, transparency, and communication within twenty-six projects financed by the "Regional Development" Program 2021–2027 under Priority 4 "Just Transition", procedure: BG16FFPR003-4.001 "Support for Sustainable Energy Renovation of Multifamily Residential Buildings, Including Addressing Energy Poverty." The implementation of the activities specified in this procurement is part of the planned measures to be carried out in the projects aimed at promoting the objectives, activities, and results of the implementation of the projects financed by the "Regional Development" Program 2021-2027. The focus is on creating awareness during the execution of the projects and capitalizing on the achieved results. The activities for visibility, transparency, and communication must meet the conditions and requirements described in Part IV, Chapter III "Visibility, Transparency, and Communication" of Regulation (EU) 2021/1060. In this regard, for communication, visibility, and transparency activities, the source of funding should be indicated by placing the EU emblem in accordance with the specified technical characteristics according to Article 47 and Annex IX of Regulation (EU) 2021/1060, and they must comply with the requirements laid down in the 2021-2027 EU Support Visualization Manual Brand Book for Beneficiaries. Within the scope of the public procurement, the selected contractor must carry out the following activities:

For Specific Position 1: Design, manufacture, supply, and installation of billboards - 8 (eight) pieces. They will be installed at a location chosen by the Contracting Authority, near the intervention objects, within the territory of Haskovo Municipality in a visible public place with minimum dimensions of 2.00 x 2.00 meters. The installation of the billboard is carried out after approval of the layout by the Contracting Authority, adhering to the Technical Specification, an integral part of the public procurement documentation. The service includes: design, printing, delivery, and installation of the billboard. Visual impact and readability from several meters away are extremely important, so a font of appropriate size should be used. Before installation, an investment project, part "Structural" and specifications of the installation must be presented and approved, based on which a Placement Permit will be issued by the chief architect of Haskovo Municipality.

For Specific Position 2: Design, manufacture, supply, and installation of vinyl - 12 (twelve) pieces. The service includes: design, printing, delivery, and installation of vinyl. Visual impact and readability from several meters away are critically important, so a font of appropriate size should be used. The size of the vinyls is 3000/4000 mm and must necessarily include the elements of the billboard. The installation of the vinyl is carried out after approval of the layout by the Contracting Authority, adhering to the Technical Specification, an integral part of the public procurement documentation. The location will be determined by the Contracting Authority.

For Specific Position 3: Design, manufacture, and installation of permanent explanatory signs - 26 (twenty-six) pcs. The manufacture and installation of the information sign with dimensions of 300/400 mm. The information sign must be on a white background, made from lightweight PVC board in a metal construction for mounting a sign exposed to outdoor conditions, wind-resistant and other weather conditions, fire-proof material, with laminated PVC foil with full-color UV printing. The text on the information sign should reflect the source of funding. The information signs must be placed in a location visible to the public, coordinated with the Contracting Authority. The service includes: design, printing, delivery, and installation of the permanent sign. Visual impact and readability from several meters away are critically important, so a font of appropriate size should be used. The sign should have the necessary mounting elements to ensure easy installation on the wall. Before installation, the vision of the sign must be coordinated with the Contracting Authority.

For Specific Position 4: A reusable banner with a lightweight metal folding stand and carrying case/box for media events - 1 (one) piece. The banner must be reusable, with a lightweight metal folding stand and carrying case/box for media events sized 80/200 cm. It will be used during all public events. The information on it must comply entirely with the 2021-2027 EU Support Visualization Manual Brand Book for Beneficiaries.
