1. The subject of the order is the delivery of an autonomous robot for composite production within the framework of the Public Safety Technology Center project. The order is carried out as part of the Public Safety Technology Center, FEDS.01.01-IZ.00-0003/24. The project is implemented under the European Funds Program for Lower Silesia 2021 – 2027, Priority 1 European Funds for Entrepreneurial Lower Silesia. Activity 1.1. Development of scientific units, Type 1.1.A Investments in the development of public research infrastructure (hereinafter referred to as the Project). The equipment planned for purchase is necessary to achieve the research goals set out in the project, namely conducting innovative research in the field of structural safety, particularly in potentially dangerous places for humans, i.e., excessively stressed areas. The autonomous robot will allow for inspection and temporary reinforcement of the structure after a fire or failure. Detailed parameters and requirements for the equipment have been specified in the Description of the Subject of the Order. 2. A detailed description of the subject of the order can be found in Appendix No. 3 to the SWZ - OPZ. 3. A detailed scope of execution of the subject of the order, which are the planned provisions of the contract in the public procurement proceeding, is included in the template contract, which is Appendix No. 2 to the SWZ. 4. CPV Code: 38820000-9 Remote-controlled devices. 5. The term of the Contract is up to 60 calendar days from the date of entering into the Contract. Detailed information regarding the time and conditions of execution of the subject of the order can be found in the template contract, which is Appendix No. 2 to the SWZ. 6. According to Article 257 of the Public Procurement Law, the contracting authority reserves the right to cancel this proceeding if the funds intended for financing all or part of the order have not been granted. 7. The contracting authority plans to apply the so-called reverse procedure, referred to in Article 139 (1) of the Public Procurement Law, namely the contracting authority will first examine and evaluate the offers and then qualify the contractor whose offer was rated the highest, regarding the absence of grounds for exclusion and meeting the conditions for participation in the proceeding. 8. The contractor is bound by the offer from the date of expiry of the deadline for submission of offers until 20/06/2026 (no longer than 90 days).
