In connection with the significant number of projects that Veliko Tarnovo Municipality is implementing under various EU programs, as well as the need for external expertise to support the work of the administrative team, part of the activities for the organization and management of the projects will be contracted to an external contractor.
The purpose of this procurement is to select a contractor who will provide external experts engaged in the organization and management of projects of Veliko Tarnovo Municipality funded under procedure No. BG16FFPR003-1.001 - Support for integrated urban development in the 10 urban municipalities - main growth centers under Priority 1 "Integrated Urban Development" of the "Regional Development" Program 2021-2027.
Separate lots:
Lot 1 "Execution of activities for organization and management by providing experts for the project management team for the project "Enhancement of green infrastructure in the city of Veliko Tarnovo through the improvement of areas with unfavorable socio-economic characteristics".
Lot 2 "Execution of activities for organization and management by providing experts for the project management team for the project "Sustainable urban mobility in the city of Veliko Tarnovo".
Lot 3 "Execution of activities for organization and management by providing experts for the project management team for the project "Increasing security in small settlements in Veliko Tarnovo Municipality".
Through the contracting of the service, Veliko Tarnovo Municipality aims at achieving at least the following:
Reduction of the administrative load;
Attracting a contractor who possesses competence and serious practical experience in the field of project management;
Ensuring the proper use and accounting of the funds and avoiding the non-recognition of expenses by the Managing Authority of the PRR 2021-2027;
Achieving the planned results within the planned investments.
The expected results from the execution of the order are:
Accurate, timely management of all project activities including prepared payment requests /advance payment, interim payments, final payment/
Ensured quality management of the project with maintenance of an adequate audit trail and storage of documentation in accordance with the rules set out in all applicable guidelines and instructions.
Effective and efficient interaction with the Project Management Team - PMT, made up of internal experts - municipal staff to achieve the planned results of the project.
The participant in this public procurement procedure must have key experts with the qualification and experience to execute all the obligations of the Contractor described in the Technical Specification for the respective lot.

"Execution of activities for organization and management by providing experts for the project management team for the project "Enhancement of green infrastructure in the city of Veliko Tarnovo through the improvement of areas with unfavorable socio-economic characteristics".
In the scope of Lot No. 1, the following activities are included that must be carried out by the selected contractor:

Activity 4. Informing the Contracting Authority about problems and difficulties arising during the execution of project activities, including through the presentation of opinions of various nature and giving recommendations.
Activity 5. Preparation and participation as needed in audit missions and inspections (including unplanned) by the funding body, as well as other national and supranational authorities and institutions.

In the scope of Lot No. 2, the following activities are included that must be carried out by the selected contractor:
