1. The subject of the contract is the design, supply, and installation of photovoltaic panel systems as part of the implementation of the project titled: “Construction of Photovoltaic Panel Installations for Public Utility Buildings in the Aleksandrów Łódzki Municipality.”
2. The subject of the contract will be implemented according to the “design and build” formula and includes the execution and commissioning of photovoltaic installations with energy storage in the following locations:
1) Municipal Office in Aleksandrów Łódzki, Kościuszki Square 2 – PV installation with kWp-45, minimum energy storage capacity (ES) kWh-60, minimum hybrid inverter power (kW) - 2x20kW (40kW), mounted on a supporting structure;
2) Municipal Office in Aleksandrów Łódzki, Kościuszki Square 4 - PV installation with kWp-20, minimum energy storage capacity (ES) kWh-40, minimum hybrid inverter power (kW) - 1x20kW (20kW), mounted on a supporting structure;
3) Janusz Korczak Primary School with Integration Departments in Ruda Bugaj, Ruda Bugaj 54 - PV installation with kWp-49.5, minimum energy storage capacity (ES) kWh-100, minimum hybrid inverter power (kW) - 2x25kW (50kW), mounted on the roofs of two buildings;
4) Primary School No. 4 named after Maria Skłodowska-Curie in Aleksandrów Łódzki, al. Wyzwolenia 3 - PV installation with kWp-49.5, minimum energy storage capacity (ES) kWh-100, minimum hybrid inverter power (kW) - 2x25kW (50kW), mounted on the roof of the building;
5) Primary School named after Priest Stefan Cardinal Wyszyński, Primate of the Millennium in Rąbień, Słowiańska Street 5 - PV installation with kWp-30, minimum energy storage capacity (ES) kWh-50, minimum hybrid inverter power (kW) - 1x30kW (30kW), mounted on the roof of the building;
6) Olympian Municipal Swimming Pool in Aleksandrów Łódzki, Bankowa Street 5 - PV installation with kWp-97, minimum energy storage capacity (ES) kWh-160, minimum hybrid inverter power (kW) - 3x30kW (90kW), mounted on the roof of the building;
7) Municipal Kindergarten No. 2 named after Julian Tuwim in Aleksandrów Łódzki, Łęczycka Street 4 - PV installation with kWp-39, minimum energy storage capacity (ES) kWh-60, minimum hybrid inverter power (kW) - 2x20kW (40kW), mounted on the roof of the building;
8) Municipal Kindergarten No. 3 in Aleksandrów Łódzki, Ściegiennego Street 5/6 - PV installation with kWp-42, minimum energy storage capacity (ES) kWh-60, minimum hybrid inverter power (kW) - 2x20kW (40kW), mounted on the roof of the building;
9) Primary School No. 1 named after John Paul II in Aleksandrów Łódzki, Waryńskiego Street 22/26 - PV installation with kWp-118, minimum energy storage capacity (ES) kWh-160, minimum hybrid inverter power (kW) - 4x30kW (120kW), mounted on the roof of the building.
3. The contract includes in particular:
1) preparation of design documentation,
2) obtaining necessary opinions, approvals, expert evaluations, arrangements, and permits as well as fulfilling required notifications,
3) supply of photovoltaic panels, hybrid inverters, energy storage units, energy meters, and other devices and elements necessary for the execution of the contract,
4) execution of construction and assembly works,
5) commissioning of the installation,
6) provision of access to applications for monitoring the installation’s performance available on phone/computer,
7) training of installation users in its operation and maintenance,
8) notification of the installation to the local Distribution System Operator (DSO) and the State Fire Service,
9) conducting free technical inspections of the installed photovoltaic systems during the warranty period,
10) preparation of documentation confirming the achievement of product and result indicators.
4. The detailed scope and method of execution of the contract are specified in the Functional and Utility Program for the project titled: “Construction of Photovoltaic Panel Installations for Public Utility Buildings in the Aleksandrów Łódzki Municipality” with attachments (constituting Annex No. 7 to the Terms of Reference).
5. Design, construction, and installation works must be carried out in accordance with the Functional and Utility Program for the project titled: “Construction of Photovoltaic Panel Installations for Public Utility Buildings in the Aleksandrów Łódzki Municipality” (Annex No. 7 to the Terms of Reference), the Ordering Party’s instructions, good construction practice, and applicable regulations, with utmost care.
6. The contract is co-financed by the European Union under the regional program European Funds for Łódź Voivodeship 2021-2027, Action FELD.02.06 Renewable Energy Sources – Integrated Territorial Investments of the Łódź Metropolitan Area, Priority FELD.02 European Funds for a Green Łódź, Agreement No. FELD.02.06-IZ.00-0011/25-00. Therefore, the execution of the contract is expected to achieve the targets established in the financing agreement, resulting in cumulative product and result indicators described in point II.7 of the Terms of Reference.
7. The Contractor is obliged to perform the contract in a manner that ensures achieving the following indicators:
1) product indicators in the form of:
a) additional electricity generation capacity from RES sources, target value - 0.4900 MW,
b) number of built electricity generation units from RES, target value - 9 units,
c) number of built electricity generation units using solar radiation energy, target value - 9 units,
d) capacity of electricity storage units, target value – min. 0.79 MWh,
e) number of electricity storage units established, target value - 9 units,
achievement of the indicators listed in points 1) a-e above will be verified based on the final acceptance protocol for the performed works.
2) result indicator in the form of:
a) amount of electricity generated from RES, target value to be achieved after 12, 24, 36, 48, 60 months from the final acceptance date of the contract’s subject is 440.00 MWh/year, with verification based on reports and printouts from energy production meters submitted by the Contractor after 12, 24, 36, 48, 60 months from the final acceptance date.
8. The Ordering Party requires that the warranty period for construction works and used/supplied materials/devices granted by the Contractor shall be 60 months, counted from the final acceptance date of the contract’s subject.
