Subcontracting within R&D work Note update dated 26.10.2026. Due to the clarification of personnel remuneration calculation rules in the offer form, especially the method of determining the total number of man-hours, the Contracting Authority extends the submission deadline to 28.10.2026 at 9:00 a.m. The extension aims to enable all Contractors to include the introduced clarifications in the offer price calculation and ensure the comparability of submitted offers. Other provisions of the request for proposal remain unchanged.
Note update dated 22.10.2026. A correction was made to an erroneous entry in the "Warranty Period" field, changing the value "30" to "Not applicable," in line with the content of the request for proposal, which does not provide for a separate warranty obligation. The change is of an editorial nature and does not affect the scope of the contract, conditions of participation, evaluation criteria, or preparation and pricing methods. Therefore, the change does not require deadline extension, which remains 27.10.2026 at 9:00 a.m.
The subject of the contract is the execution of specialized research and development work supporting the development of a system to assist in the assessment of the authenticity of signatures and works of art using artificial intelligence and advanced image analysis, in the project titled "Development of an innovative system supporting the authenticity assessment of signatures and works of art using artificial intelligence and advanced image analysis." The planned system will assist expert evaluation of the conformity of signatures and selected parts of works of art with the authors' reference material. The solution will utilize methods of image processing, computer vision, machine learning, and deep learning to identify diagnostic features, compare signatures, analyze local properties of the work, and determine the degree of conformity with the reference profile. The system will consider input material quality, reliability of reference data, natural variability of the author's features, and result uncertainty. Results will be presented as scoring and analytical reports, enabling identification of significant similarities, discrepancies, and cases requiring further expert assessment. The scope of subcontracting is scientific and research in nature and includes development and validation of methods for 2D image analysis, research on the quality and standardization of reference data, development of specialized methods for extraction of geometric, topological, textural, and embedding features, studies on similarity models and scoring, and experiments on algorithm robustness to imaging disturbances and the appropriateness of spatial or quasi-spatial information use. The scope also encompasses development of experimental algorithmic components, models, scripts, validation procedures, statistical analyses, and documentation enabling replication of the conducted research. Development of the target system architecture, organization and provision of reference material, maintenance of server infrastructure and data repositories, qualification of materials in terms of content, integration of individual work results into the technology demonstrator, preparation of the demonstration panel, as well as organization of expert validation and pilot testing remain the Contracting Authority’s responsibility. The Contracting Authority provides access to necessary research materials, reference data, technical environment, and art market expert evaluations, observing required rights for their use. The subject of the contract does not include developing a commercial production application, routine software creation, purchase of server infrastructure, building a full 3D scanning system, obtaining art collections, or issuing expert opinions confirming authenticity of works. The Contractor will not independently decide on the authenticity of signatures or objects. Their task is to develop specialist research and algorithmic methods and verify their effectiveness within the scope defined by the Contracting Authority.
