RECRUITMENT OF AN INTERNATIONAL CONSULTANT CHARGED WITH SUPPORTING THE DEVELOPMENT OF THE NATIONAL ROADMAP ON THE DISCLOSURE OF BENEFICIAL OWNERSHIP IN THE EXTRACTIVE AND FOREST SECTORS IN THE CENTRAL AFRICAN REPUBLIC

- The Central African Republic, a member of the Extractive Industries Transparency Initiative (EITI) since 2008, is committed to strengthening governance, transparency, and accountability in the management of its natural resources.
This commitment now extends to two strategic sectors for the national economy:
- The extractive sector (mining and oil),
- And the forestry sector.
- Despite significant progress in disclosing revenues from the extractive sector, challenges remain, including:
- The absence of a comprehensive legal framework governing beneficial ownership,
- Weak data collection and verification mechanisms,
- Lack of institutional coordination among the relevant ministries,
- And low transparency in forestry activities (concessions, licenses, exports)
- In light of these findings, the National Steering Committee of the EITI-CAR, with support from technical and financial partners, wishes to recruit an international consultant to assist in the development of a national roadmap on the disclosure of beneficial ownership covering both the extractive and forestry sectors.
- The general objective of the mission assigned to the consultant consists of:
Supporting the National Steering Committee of EITI-CAR in designing and validating a national roadmap on beneficial ownership covering the extractive and forestry sectors, in accordance with EITI Standard requirements and regional best practices
- Specifically, the consultant is expected to:
- Review the legal and institutional framework applicable to beneficial ownership in both sectors (mining/oil and forestry);
- Identify key stakeholders and their roles (ministries, agencies, registries, private sector, civil society);
- Define the national concept of beneficial ownership and the threshold for mandatory disclosure, applicable to extractive and forestry companies;
- Identify legal and technical obstacles to creating a public register and propose suitable solutions;
- Develop a draft law or decree on beneficial ownership covering the extractive and forestry sectors;
- Propose a model for a national register (structure, format, governance, public access);
- Pilot the collection of initial beneficial ownership data from representative companies in both sectors;
- Organize a national validation and awareness workshop on beneficial ownership and its importance for the good governance of natural resources

6. The application dossier must be written in French and include the following elements:
(i) a curriculum vitae, including three (3) references that the project can contact ; and
(ii) a motivation letter specifying (a) useful training, (b) relevant experience, (c) the added value the consultant brings in addressing the mission's challenges.
7. CONSULTANT PROFILE
The consultant must be a specialist in natural resource governance, transparency, and the implementation of international standards, including the EITI Standard 2023.
He/she must demonstrate significant experience in the CEMAC region, as well as a good knowledge of the institutional and legal context of the Central African Republic.
Required qualifications:
- Minimum 10 years of experience in extractive and/or forestry governance, transparency, and accountability;
- Proven experience in implementing beneficial ownership (Requirement 2.5);
- Good mastery of business law and the CEMAC regulatory framework;
- In-depth knowledge of Central African institutions and legal frameworks;
- Ability to develop roadmaps, public registers, and facilitate multi-stakeholder consultations
- Good mastery of sensitive data management, information security, and multi-stakeholder project management.
