Execution of R&D work
A detailed description of the subject of the contract is provided in Annex No. 1 to this Request for Quotation (SPECIFICATION OF ESSENTIAL TERMS OF THE CONTRACT).

1. The subject of the order is the execution of R&D work in the field of embedded systems, digital audio signal processing, and integration with intercom systems, carried out within the M4B project, in the part assigned to the R&D partner. The scope of the order includes work conducted in:
• Task 1 of the project (M1–M10), i.e. preparation and comparative research of 3 DSP platforms, laboratory and field tests of 2 selected platforms, development of a dedicated DSP board with system software, and development of an audio transmission protocol between the node at the pole and the computing node,
• Task 2 of the project (M6–M13), i.e. technical startup of models on the IQ-9 class edge platform (or equivalent), preparation of operational variants, measurements of operation time, memory and resource consumption, evaluation of component concurrency on the device, and technical verification of the DSP↔IQ-9 connection,
• Task 4 of the project (M17–M24), i.e. thermal tests of the DSP board, electromagnetic compatibility tests, and validation of Intercom Bridge compatibility with intercom exchanges including measurements of switching parameters and audio path quality.

Project design work is planned to start on 02.11.2026 (M1). The R&D works concern a project co-financed by EU funds.
Planned implementation periods:

• Task 1 of the project (M1–M10),
• Task 2 of the project (M6–M13),
• Task 4 of the project (M17–M24).

Delayed completion and postponements of R&D work caused by the Contractor's delays will be subject to contractual penalties.

Proper names (trademarks) that may appear in the Request for Quotation and its annexes are of an exemplary nature and intended to specify the expected standard, with the Contracting Authority allowing the submission of “equivalent offers.” An “equivalent offer” means one presenting a description of the subject of the contract with the same or better technical, qualitative, and functional parameters meeting the minimum parameters specified by the Contracting Authority but marked with a different trademark, patent, or origin.

This condition will be considered fulfilled if the Contractor provides a list of key personnel assigned to the contract with descriptions of their competencies and experience.

This list should present resources (name and surname) who have:
- experience in designing embedded systems and PCB electronics, including schematic design, board layout, and prototyping,
- competencies in digital signal processing, especially in beamforming, echo cancellation, noise reduction algorithms, and using environments such as DSP Concepts Audio Weaver or equivalent solutions,
- experience with audio protocols like AES67, AVB, TSN, or real-time audio transmission,

It is also required that the Contractor submits a statement confirming compliance with the participation condition related to possessing adequate human resources. This statement is part of the offer form – Annex No. 2 to this Request for Quotation.

The Contracting Authority reserves the right during evaluation to request references, acceptance protocols, letters of intent, CVs, certificates, and conduct verification meetings to confirm compliance with requirements. Failure to provide additional requested documents may result in rejection of the offer as not meeting participation conditions.
- Technical potential: It is required to attach a list of available research and technical infrastructure to be used for contract execution, particularly:
• laboratory facilities (min. workstations, DSP development kits)
• measurement equipment (min. sound testing and measurement devices, thermal validation equipment),
• access to an EMC research environment or capability to perform electromagnetic compatibility tests,
• infrastructure necessary for audio and integration testing.
The Contracting Authority reserves the right to request additional documents to verify the submitted list if any doubts arise.

Failure to provide requested documents may result in offer rejection.
