REQUEST FOR EXPRESSIONS OF INTEREST

  1. The Government of Mozambique, represented by the Ministry of Public Works, Housing and Water Resources (MOPHRH) received financing from the World Bank for the Northern Urban Development Project of Mozambique (PDUNM) whose strategic objective is "to improve access to infrastructure and living conditions in selected cities in Northern Mozambique".

  2. This activity is part of component 4 being implemented by the Housing Promotion Fund, FP (FFH, FP), hence it is intended to apply part of the funds for hiring an environmental safeguards officer for the implementation unit.

  3. This consultant will be responsible for efficiently, integrally, and transparently leading all environmental safeguards activities, ensuring that these processes comply with the established plans and budgets and are always in accordance with the World Bank's Environmental and Social Framework (ESF) standards, as well as those of the Government of Mozambique specified in the Financing Agreement between the Government of Mozambique and the World Bank, and the laws and regulations of the country.

  4. The detailed Terms of Reference (TdR) for the services can be requested by email at the address below.

  5. The criteria for evaluating expressions of interest are: (i) Degree in Environmental Management, Environmental Engineering, Environmental Education, or other areas relevant to safeguards issues; (ii) At least 5 years of experience in the environmental area of the public sector in Mozambique; (iii) Proven experience of more than 5 years working on projects financed by the World Bank; (iv) Proven knowledge of the policies, standards, and safeguard instruments and the World Bank's Environmental and Social Framework; and (v) Proven experience with the preparation of environmental impact assessment studies and preparation, and implementation of environmental management plans, preferably in urban areas;

  6. Interested candidates with the required profile should submit their application proposals, which must include the following documents: Letter of Application, CV with a maximum of 4 pages, copies of diplomas or certificates of educational qualifications and at least 3 references. Supporting letters and license of environmental consultant will be an advantage. Interested parties are advised to Section III, paragraphs 3.14, 3.16, and 3.17 of the "Procurement Standards for IPF Borrowers" of the World Bank, September 2023 Edition, establishing the World Bank's policy on conflict of interest.

  7. The Consultant will be selected according to the World Bank procedures defined in the World Bank Procurement Regulations, September 2023 Edition and the contract method will be Individual Consultant.
