Description:
The project involves the design, construction, and commissioning of a modernized wastewater treatment plant in Albena, including the installation of new technological equipment, staff training, and compliance with environmental regulations.

The scope of work for the Contractor shall include all elements/aspects necessary to ensure the proper implementation of the project, including: design and preparation of a technical project for the reconstruction and modernization of the wastewater treatment plant; all construction and assembly works, delivery and installation of the technological equipment necessary for the construction; commissioning, adjustment, and putting into operation of the wastewater treatment plant in Albena; staff training; author's supervision. Support from the Contractor in the operation during the maintenance of the wastewater treatment plant during the defect notification period.

The scope of work includes at least the following elements:
A review and analysis of the available documentation (Requirements of the client) for the planned activities, including determining the need for additional studies, as well as gathering information and/or documents prior to the preparation of the investment project;
Preparation of an investment project in the phase of Technical project for the Object according to Ordinance No. 4 of 21.05.2001 on the scope and content of investment projects, ZUT and subordinate regulatory acts for its implementation, as well as all other relevant provisions of the applicable legislation at the time of its preparation;
Assistance in assessing the compliance of the developed project and its subsequent approval by providing the necessary data and information, including prior coordination under the law;
Execution of construction and assembly works and any other accompanying and related activities necessary for the execution of the construction, in accordance with regulatory requirements, the requirements of the Client, and the scope and content of the approved project;
Carrying out author's supervision under ZUT, including developing details during the construction, technical solutions, revisions, and changes to the project, technological control, and assistance in putting the object into operation;
Preparation of executive documentation, cadastral survey of the entire construction, and providing in the respective geodesy, cartography, and cadastre service data according to Art. 54a, para. 2 of the Cadastre and Property Register Act;
Preparation of:
A commissioning program for conducting single and 72-hour tests before putting the object into operation;
A maintenance and operation manual for the object, including an equipment maintenance plan;
Training of the Client's staff, monitoring, and assisting in the operation and maintenance of the Object;
Handing over the Object and its acceptance by the Client with Form 15 Act under Ordinance No. 3 of July 31, 2003, for the preparation of acts and protocols during construction and Certificate of acceptance from the Engineer;
Putting the object into operation with Form 16 Protocol Ordinance No. 3 of July 31, 2003, for the preparation of acts and protocols during construction /without the issuance of Form 16 to be included in the completion time/;
Notification and defect rectification period - monitoring of processes, achieving project parameters, and assisting staff in the operation and maintenance of newly constructed or reconstructed elements of the Object; rectification at the expense of the Contractor of identified defects.

According to the proposed option in RPIIP and the conducted examination of the wastewater treatment plant in Albena and based on the attached sizing, the following measures are proposed to achieve compliance with the applicable European and Bulgarian legislation:
Reconstruction and modernization of the wastewater treatment plant in Albena, including the construction of a system for mechanical treatment, biological and physicochemical removal of phosphorus, a bioreactor with "nitrification and denitrification" and mechanical dewatering of the sludge. Construction of a KIPI/SCADA management system, as well as a real-time control system. Main parameters of the contract scope: The capacity of the existing wastewater treatment plant in Albena is for 19,000 PE, only for BOD5. The existing discharge collector to the discharge point is gravitational - asbestos-cement pipeline Ø475, with a length of 4000 m. It passes through the beach area of the village of Kranevo in the area of the beach "International Children's Camp".
The quality requirements for the treated waters, according to the current permit for the use of a water object for the discharge of treated wastewater into surface water bodies, water object Black Sea No. 23310004/ 22.04.2013, are:
BOD5=25 mg/l;
COD=125 mg/l;
SS=35 mg/l;
N=15 mg/l (*10 mg/l) and
P=2 mg/l (*0.7[1] mg/l). [1] * Requirements according to the revised Directive (EU) 2024/3019 for the treatment of urban wastewater, effective from January 1, 2025.
Currently, the discharge permit is in the process of being updated. The procedure is outside the scope of this contract. The updated discharge permit will be presented to the Contractor subsequently, as in the process of investment design and construction, it must comply with the parameters according to the cited directive.
The detailed description of the client's requirements for the execution of the contract, as well as the intended types and volumes of work are contained in the Technical specifications (Client's Requirements) and the other documents attached to the contract.
The contractual conditions are according to FIDIC - Yellow Book.
The object is a second category construction according to the ZUT.
