Description:
Seeking a contractor for R&D work focused on developing an adaptive conversational AI architecture that integrates various components for improved performance and efficiency.
Selection of a contractor for R&D work - System Architect REQUEST FOR PROPOSALS No. 26_2026_05.01.01_003F dated October 23, 2026, for the selection of a contractor for research and development work – System Architect.
The subject of the contract is to perform research and development work – System Architect, within a project aimed at developing an adaptive conversational AI architecture modeled on the brain's two-level cognitive processing to overcome limitations of today's VoiceBots — the conflict between fast response time and deep context understanding.
Scope of duties:
a) Conduct architectural and research-development work on integrating base pipeline component interfaces (ASR, LLM, TTS) with streaming architecture, with special emphasis on data flows and inter-stream communication. b) Design, prototype, and experimentally validate the inter-stream communication framework (System 1 – System 2 – Perception) using IPC, gRPC, Protocol Buffers or message queues, aiming for average latency S1–S2 ≤ 50 ms, P95 ≤ 100 ms, and packet loss ≤ 1%. c) Design and validate data contracts, context buffers, and conversation state synchronization mechanisms; compare serialization variants and asynchronous communication in a real-time environment. d) Co-create the technical layer of the automated evaluation environment Pillar I: integration of API with benchmarks ComplexFuncBench, Multichallenge, and Big Bench Audio, and measurement instrumentation for CVS metric (without developing CVS methodology). e) Design and conduct load tests (minimum 100 concurrent dialogue sessions), latency profiling, bottleneck identification, deadlock and race condition detection, and fault tolerance verification. f) Prepare technical and research documentation of the integration layer: C4 diagrams, architectural decision records (ADR), API specifications, message schemata, comparative reports, and performance test results.
Planned engagement period: From contract signing until June 30, 2027. Average engagement hours: approximately 168 hours per month*
The contracting authority allows changes in the service delivery deadline (including individual tasks) also due to unforeseen circumstances at the time of this Request for Proposals publication and contract conclusion.
The engagement is estimated at an average of 168 hours per month.
The project will be implemented according to the 6R principle, directly impacting the reduction of resource waste including using packages that are in a single technology across others, access to legacy solutions and maintaining their longer viability, or rethinking the entire software integration concept and continuation of the status quo where programming languages are treated as separate silos. Full universality of invocation from any technology of any public interface element of any package will enable integration without investing time, resources, or computational power into building an integration layer and drastically reduces data transmission, resulting in enormous energy savings. Category: Service / Research services CPV: 73100000-3 Research and experimental development services Place of performance: Warsaw, Śródmieście municipality, Mazowieckie voivodeship Evaluation criteria: - Scoring for the price criterion per gross hour of work will be calculated by the formula: C=(Cmin:Cn)x70 pts. where: Cmin – lowest gross hourly rate among non-rejected offers Cn – gross hourly rate of the evaluated offer C – gross hourly rate - Scoring for the criterion Start date of contract execution counted from contract signing date (in calendar days): T=(Tmin:Tn)x30 pts. where: Tmin – shortest start period (smallest number of calendar days) Tn – start period of contract execution in the evaluated offer T – points in contract start criterion
