Comprehensive planning and design tasks are required for various projects in Keszthely, including rainwater drainage, development of recreational areas along the Balaton waterfront, bicycle paths, construction of a roundabout for traffic safety, and enhancements to the lakeside promenade, all adhering to local regulations and technical standards.

Planning tasks relating to the TOP_PLUSZ-1.3.2 projects of the Municipality of Keszthely are as follows: Part 1: Comprehensive planning tasks within the framework of the project titled "Development of Rainwater Drainage in Keszthely" with ID TOP_PLUSZ-1.3.2-23-KH1-2025-00003. Part 2: Comprehensive planning tasks within the framework of the project titled "Development of Active Recreational Green Areas along the Balaton Waterfront" with ID TOP_PLUSZ-1.3.2-23-KH1-2025-00004. Part 3: Comprehensive plan review and necessary planning tasks with regard to existing authorized and execution plans in the project titled "Development of Bicycle Paths and Bicycle Services in the City of Keszthely" with ID TOP_PLUSZ-1.3.2-23-KH1-2025-00008. Part 4: Comprehensive execution planning tasks within the project titled "Construction of a Roundabout and Preparation of SUMP for Increased Traffic Safety" with ID TOP_PLUSZ-1.3.2-23-KH1-2024-00002. Part 5: Comprehensive plan review and necessary planning tasks regarding existing authorized and execution plans in the project titled "Keszthely Balaton Waterfront Walkway Phase II, Project Part I" with ID TOP_PLUSZ-1.3.2-23-KH1-2024-00001. The detailed description of the tasks is included in the draft contracts and planning programs. Regulations for all parts: - The planned technical solutions must also comply with applicable laws, national and sectoral standards, and technical specifications, as well as local building regulations (HÉSZ) and general and specific authority requirements, including environmental, fire protection, occupational safety, and accident protection requirements. - Valid laws and road technical specifications must be considered during the preparation of the documentation. - If the construction requires a water law implementation permit according to Government Decree 72/1996. (V.22.), then the permit documentation must be prepared according to the content specified in Decree 41/2017. (XII.29.) BM. - The plans must be submitted in both editable (doc, xls, dwg, etc.) and non-editable (pdf, etc.) file formats on a separate data medium as follows: The number of paper-based plans to be delivered to the Client: For plan assessment: 1 copy; Authorized plan: 3 copies; Execution plan: 6 copies.

00003-rainwater drainage-comprehensive planning.
Part 1 The subject of the planning: Comprehensive planning tasks within the framework of the project titled "Development of Rainwater Drainage in Keszthely" with ID TOP_PLUSZ-1.3.2-23-KH1-2025-00003. Description of planning tasks needs to include the necessary authorization and execution plans for the project named "Development of Rainwater Drainage in Keszthely" (ID TOP_PLUSZ-1.3.2-23-KH1-2025-00003), itemized and non-itemized budgets, as well as construction procurement documentation suitable for public procurement, along with related technical tasks. The main planning tasks affecting the areas involved in the planning include: 1. Interventions related to the operation of the retention basin. The Designer's task is to examine the compliance of two versions, as well as their advantages and disadvantages. The final recipient of the rainwater system is Lake Balaton. The design must consider the regulatory water level of the lake: 120 cm (nearest water gauge. KDTVIZIG 002889 Keszthely water gauge "0" point: 103.41 mB.f.) In the development and comparison of alternatives, the long-term operational conditions and aspects must also be considered, beyond construction. 1. Version – Reconstruction of the V1 and V2 ditches into adjustable weir crests. V1 ditch: The current fixed weir crest height is 104.91 mBf. A movable weir crest would be installed in its place, allowing the weir level to be lowered to 104.80 mBf before a potential damage event. V2 ditch: The current fixed weir crest level is 105.16 mBf. This will be reconstructed into an automatically controlled weir with a minimum threshold level of 104.80 mBf. Necessary also the lining of the V2 ditch. 2. Version – Conducting rainwater to the longitudinal flow separator using enforced flow. Pumping station and pressure pipeline at Rezgő street: The pumping station would be placed around the Rezgő street entrance, and the exact position must be coordinated with the Client. The pump suction chamber would be filled from the Rezgő street inlet ditch through the side overflow (105.5 mBf overflow level). The pressure pipeline transmits the rainwater for 186m in DN200 diameter after the railway embankment and the Büdös ditch crossing into the longitudinal flow separator. Placement of pumping station and pressure pipeline at the inlet before the railway culvert of Szent Imre ditch: The pumping station would be placed at the junction of Szent Imre ditch and the Apát street ditch, and the exact position must be coordinated with the Client. The pump suction chamber would be filled from Nagy Imre ditch through the side overflow (105.5 mBf overflow level). The pressure pipeline transmits the rainwater for 325m in DN200 diameter after the asphalt-paved Apát street, following the crossing of the railway embankment and the Büdös ditch into the longitudinal flow separator. Design of longitudinal flow separator: The longitudinal flow separator will be constructed in the area of the existing settling basin, at the Balaton-facing end of the retention basin. Here, suspended solids from the enforced flow rainwater arriving from Rezgő street and Szent Imre ditch will be settled. The settled water will be returned to the V2 ditch, which drains into the final recipient. 2. Upper section of Büdös ditch: - Closed rainwater channel on Nagy Imre street. 3. Lower section of Büdös ditch - At the western end of Apát street, the inlet of the Ady street ditch - The inlet of Apát street at Rezgő street - Resurfacing of the Apát street ditch. 4. Szent Imre ditch - Lining of the Nyárfa street ditch - Replacement of the culvert at the intersection of Nyárfa street and Bajcsy-Zsilinszky street - Reconstruction of the Nyárfa street driveway for property 1/A (hrsz. 3245) - Construction of a retaining wall on Apát street. 5. Szent László ditch - Reconstruction of 3 culverts - Reconstruction of driveways for property 70 on Toldi Miklós street (hrsz. 3765) - Reconstruction of DN50 concrete culvert under Semmelweis street and the culvert under the sidewalk, and lining of the associated ditch section. The interventions listed were determined based on the foundational document of the application. As the planning progresses – to achieve designs that meet the application requirements, but are as optimal as possible from a technical and economic perspective – these will need to be specified jointly with the Client! Before creating the authorized and execution plans, the technical solution to be developed must be approved by the Client. 00004-promenade development-comprehensive planning.
Part 2: The subject of the planning: Comprehensive planning tasks within the framework of the project titled "Development of Active Recreational Green Areas along the Balaton Waterfront" with ID TOP_PLUSZ-1.3.2-23-KH1-2025-00004. Planning area: Land owned by the Municipality of Keszthely, 8360 Keszthely, land parcel numbers: 3813, 3814/2, 3814/12, 3814/19, 3814/14, 3814/33, 3814/34 and 3814/20, the area between the Sirius Hotel and KJAVSE (Keszthelyi József Attila Sailing Sports Association) harbor. Currently, the approach to the Balaton shore along the Promenade can only be done through unpaved land between Borbás Vincze parking and Mikus Gyula Promenade, passing beside the Sirius Hotel. The primary character of the area zone is transit between enclosed hotel premises. Planned activity: Construction of a new promenade on the eastern side of the Sirius Hotel, at the Vitorlás promenade with land parcel number 3814/2, 110 m in length and 2.56 m in width, which will end with an observation point looking out over the shore of Balaton. The concept foresees the establishment of 750m2 of communal space, with an observation point on the Balaton shore and a recreational, communal relaxation area beside the promenade, built-in barefoot Kneipp walkway, pebbled path. Additionally, green infrastructure built or renovated for climate change adaptation would be renovated in an area of 0.075 ha. Reconstruction of existing green areas on the water site and shoreline promenade on the western side of Sirius Hotel is the intended goal, as well as creating opportunities for future developments affecting the entire area. • Establishment of promenade/pedestrian surfaces, installation of public lighting, on land parcel numbers: 3813; 3814/2. • Construction of lookout – land parcel numbers: 3814/2, 3814/12 and 3814/19. • Green area reconstruction, establishment, planting, and increasing biodiversity: land parcel numbers 3814/12 and 3814/19, 3814/14, 3814/20, 3814/33, 3814/34. • Barefoot and stepping trail, pebbled pathway, recreational, community relaxing area on land parcel numbers 3814/12 and 3814/19. • Street furniture (benches, lounging beds, information signs, outdoor waste bins) on land parcel numbers 3813, 3814/2, 3814/12, 3814/19, 3814/14. 00008-bicycle development-plan review.
3. Part: Subject of the Design: Within the framework of the project named "Development of Bicycle Paths and Bicycle Services in the City of Keszthely" with ID number TOP_PLUSZ-1.3.2-23-KH1-2025-00008, a comprehensive review of existing permit and execution plans and the necessary design tasks must be carried out.
The design tasks are as follows:
1. Construction of a bicycle path along Hévízi Road in Keszthely, Phase II (section between Pál Street and Sopron Street):
Brief technical content: The planned section will feature a two-way pedestrian and bicycle path, with a separate bicycle path width of 2.6 m. The width of the unseparated shared pedestrian and bicycle path will start from 3.3 m, while the separated path will include a variably wide sidewalk + 2.6 m. The bicycle path will be constructed with one or two-sided sunk garden edges, and where different borders are necessary, a separating edge retaining wall and palisade support will be constructed. Total length of the shared pedestrian and bicycle path: 3.30 m.
Tasks:
- Review of permit and execution plans
- Preparation of priced and unpriced budget announcements (to be updated for the year 2026)
- Preparation of the missing specialized electrical plan due to the relocation of light poles, involving a specialized designer
- Conducting utility consultations
- Extension of existing water rights permits, if necessary, obtaining new permits
- Extension of existing construction permits, if necessary, obtaining new permits
- Examination of the inadequate drainage at the corner of Pál Street.
2. Construction of an unseparated pedestrian and bicycle path between Tapolcai Road, Martinovics Street, and Gyenesdiás roundabout in Keszthely:
Brief technical content: A separate bicycle path has been planned to be constructed between Tapolcai Road, Martinovics Street, and Gyenesdiás roundabout, which is “Unseparated pedestrian and bicycle path” type, with a width from 2.70 to 3.30m, in Keszthely, on Tapolcai Road, from the Gyenesdiás roundabout (71st road at km 101+560) to Martinovics Street, and then the establishment of a bikeable lane on Martinovics Street extending to the existing bicycle path on Csapás Street. The facility connects to bicycle paths in Gyenesdiás, with pedestrian crossings in the roundabout being rebuilt. The design section length: 1.8 km.
Task:
- Review of permit and execution plans
- Preparation of priced and unpriced budget announcements (to be updated for the year 2026)
- Examination of foreign property involvement
- Review of the water hydrant at the beginning of the design section, which has been designed with a constriction
- Examination of afforestation opportunities along Tapolcai Road
- Review of the road connection of the KFC fast-food restaurant built in the meantime
- Examination of the condition of the pedestrian bridge over Szent László ditch (0+813.84 km) considering Keszthely City Council's bridge inspection documentation for 2025
- Review of the condition of the birch grove after the intersection of Deininger I. Street
- Review of the asphalted areas by the owner at Reál Élelmiszer store at 35 Tapolcai Road
- Examination of the leveling of the culvert built at the demolished bridge (1+449.92 km)
- Widening of the road connection at the end of Martinovics Street from the Csapás Street side using ditch covering
- Traffic safety examination of the walnut tree at the end of Martinovics Street
- If necessary, conducting the permit procedure for tree removal with tree replacement planning
- Examination of the possibility of connecting to the existing bicycle path on Csapás Street
- Extension of existing water rights permits, if necessary, obtaining new permits
- Extension of existing construction permits, if necessary, obtaining new permits
- Conducting utility consultations.
3. Bicycle traffic facility on Tomaji Street - Vadaskerti Street in Keszthely:
Brief technical content: The section extends from the connection of the existing bicycle path at property number 0132/3 to the connection of Vadaskerti Street. The road surface of Tomaji Street will be widened uniformly to 6.50 m from its current average width of 5.50 m, with a widening on the eastern side. The asphalt surface of the road was renewed during the construction of the 71st main road roundabout junction and is in good condition, hence only its widening is justified. It is not necessary to renew or asphalt the entire surface. The widening will include a raised bicycle lane, classified as a “Copenhagen type” with a width of 1.25 m, with a K border separation. There will also be bicycle tracks painted on the west side of Tomaji Street. The length of the raised bicycle lane to be constructed: 533.40 m.
Task:
- Review of permit and execution plans
- Preparation of priced and unpriced budget announcements (to be updated for the year 2026)
- Examination of speed-reducing traffic equipment in the southern direction before the intersection of Tomaji Street and Vadaskerti Street
- Review of the current water drainage status at the intersection of Vadaskerti Street and Hévízi Road, consulting with Magyar Közút
- Extension of existing water rights permits, if necessary, obtaining new permits
- Extension of existing construction permits, if necessary, obtaining new permits
- Conducting utility consultations.

00002-roundabout and SUMP execution plan preparation.
4. Part: Subject of the Design: Within the framework of the project named "Construction of a Roundabout to Increase Traffic Safety and Preparation of SUMP" with ID number TOP_PLUSZ-1.3.2-23-KH1-2024-00002, comprehensive execution design tasks must be carried out.
Design area: New roundabout construction at the junction of Ady Street, Apát Street, and Lovassy Street owned by the Municipality of Keszthely, renovation of roads around Schneider Ferenc Street and Madách Street, creation of a free P+R parking lot and bus parking lot next to the railway station, increasing the green area ratio.
Description of tasks: Within the framework of project number TOP-1.5.1-20-2022-00039, the Municipality of Keszthely, as a beneficiary, was granted support for the infrastructural preparation of TOP_PLUSZ projects. The Municipality of Keszthely has obtained support under the project number TOP_PLUSZ-1.3.2-23-KH1-2024-00002 for constructing a new roundabout at the junction of Ady Street, Apát Street, and Lovassy Street, for renovating roads around Schneider Ferenc Street and Madách Street, for creating a free P+R parking lot and bus parking lot next to the railway station, and for increasing the green area ratio.
The purpose of the procedure: To renew previously issued permits based on the already prepared permit level plans or to obtain new permits, to prepare execution plans and project-level demarcation, to update designer budgets, and to compile technical documentation for the public procurement procedure aimed at selecting the contractor, and designer supervision during the construction.
During the design tasks, it is necessary to take into account the characteristics that are significant from the standpoint of landscape, nature, urban, and community (for example, settlement history, settlement structure, area and settlement planning references, vegetation, landscape and natural values, terrain conditions, soil conditions, land use, nature conservation protection, transportation).
Further tasks:
- To carry out the tasks prescribed in Section 8, paragraph (1) (designer) and Section 11 (cost expert) of the 25/2024. (VIII. 8.) ÉKM decree (ÉBFR) regarding the System of Construction Investment Processes and the System of Designer Services, as well as the designation of the 100% state-owned economic company participating in quality assurance for state construction investments.
- Preparing a building information model,
- Preparing new designer priced and unpriced cost estimates according to the Construction Act as well,
- Obtaining all permits, official, professional authority consents, and opinions necessary for the full implementation of the investment (extension of existing permits - construction, water rights, tree removal, etc. - if necessary, obtaining new permits),
- Preparing a cover plan, (demarcation of previous and TOP_PLUSZ plans)
- Designing necessary road corrections;
- Furthermore, performing the tasks specified in paragraphs (1)-(2) of Section 10 of the 322/2015. (X. 30.) Government decree
- Conducting consultations with the management of MÁV Zrt., GySEV Zrt., Magyar Közút Zrt., obtaining their approvals.
- Designer supervision
- Availability during the public procurement procedure necessary for the selection of the contractor;
- If necessary, obtaining expert opinions.

00001-lakeside promenade II. phase I. project part plan review.
5. Part: Subject of the Design: Within the framework of the project named "Development of Keszthely Lakeside Promenade II Phase I" with ID number TOP_PLUSZ-1.3.2-23-KH1-2024-00001, a comprehensive review of existing permit and execution plans and the necessary design tasks must be carried out.
Design area: Development of the lakeside promenade on properties owned by the Municipality of Keszthely, 3829/2, 3831/3 and on property 297/1 owned by the Hungarian State and managed by MÁV Zrt., to enhance complex experience acquisition, creation of a free P+R parking lot next to the railway station, and increase of the green area ratio in the action area.
Description of tasks: Based on government decree 1711/2020. (X. 30.) regarding the support for preparing certain highlighted regional developments, the Municipality of Keszthely, as a beneficiary, will review the permitted and execution plans prepared during the city development complex project preparation and design, and align them with TOP_PLUSZ projects. The Municipality of Keszthely has obtained support under the project number TOP_PLUSZ-1.3.2-23-KH1-2024-00001 for the development of the lakeside promenade, creation of a free P+R parking lot, and increasing the green area ratio.
The purpose of the procedure: To renew previously issued permits or obtain new permits, review existing execution plans and project-level delineation, update designer budgets, and compile technical documentation for the public procurement procedure aimed at selecting the contractor, as well as designer supervision during construction. The primary consideration in the design is to create buildings with sustainably low operating costs in the long term, ensure functionality, energy efficiency through the application of renewable energy sources, maintain and improve ecological balance, and ensure necessary accessibility.
During the design tasks, it is necessary to consider the landscape, natural, urban, and community characteristics (for example, settlement history, settlement structure, area and settlement planning references, vegetation, landscape and natural values, terrain conditions, soil conditions, land use, monument and archaeological protection, nature conservation, transportation, public institution provision).
Further tasks:
- To carry out the tasks prescribed in Section 8, paragraph (1) (designer) and Section 11 (cost expert) of the 25/2024. (VIII. 8.)
