The present framework agreement aims to provide consulting services in strategy, organization and transformation, operational efficiency, and artificial intelligence (AI) for the benefit of the different beneficiaries listed in Annex 1 of the CCAP. The expected services under this framework agreement are described in the CCTP
LOT-0001
Strategy Consulting.
This lot is intended to provide decision-makers with strategic advice consisting, for a given subject, of providing all the necessary elements for decision-making by utilizing strategic, quantitative, and qualitative analysis techniques, impact analysis techniques, and relying on the creation of documented and modeled scenarios. This lot does not include support for the operational implementation of the documented scenarios.
LOT-0002
Organization and Transformation Consulting.
This lot concerns the provision of services to define and implement public reform or improvement projects, or the transformation of public organizations. To this end, based on the statement of a project, it involves formulating a concrete and operational breakdown into a target, notably by designing the entire transformation plan necessary for its completion. Furthermore, the service includes support for its implementation at each stage, as well as the forecasting of appropriate change management actions. This lot is aimed at operational implementation.
LOT-0003
Operational Efficiency Consulting.
This lot aims to assist administrations wishing to enhance their efficiency, particularly for services whose activities include the processing and management of large volumes of files, and/or have direct contact with users (such as front-office administrations). This lot enables the carrying out of projects to improve the efficiency and effectiveness of public action by using participatory process reengineering involving staff and users (operational excellence or "Lean" method) and technologies of automation, robotics, and AI.
