JF ENERGIA DOBROŃ SPÓŁKA Z OGRANICZONĄ ODPOWIEDZIALNOŚCIĄ has issued a contract notice for a new battery energy storage system in Pabianice, combining design, construction, commissioning and operations in a single package. The move puts storage at the centre of the company’s investment plans and reflects how European buyers now treat batteries as long‑term infrastructure rather than stand‑alone equipment.

Scope and structure of the Pabianice scheme

Published on 6th October 2026, the Battery Energy Storage System Project seeks a contractor to deliver a complete installation in Pabianice. The scope covers design, construction and commissioning of the battery system plus the necessary supporting infrastructure. The contract also includes operations and maintenance (O&M) services, keeping the successful bidder involved once the asset enters service.

Bundling these elements turns the award into a lifecycle contract rather than a narrow works package. One supplier will be accountable for how the system is designed, built and handed over, reducing interface risk between contractors and allowing bidders to optimise plant layout and control systems as an integrated whole.

Including O&M aligns Pabianice with storage projects that pair capital delivery with service obligations. In September 2026, the Ministry of Finance, Central Executing Unit in Belize launched an Energy Storage Systems Project covering design, supply, installation, testing, commissioning and three‑year O&M for four grid‑scale batteries. In July 2026, EDF power solutions’ Battery Energy Storage System Project likewise combines engineering, procurement, construction and O&M for a 65 MW system with 130–270 MWh of storage.

A growing storage pipeline

In the same period, a cluster of notices shows how battery projects are scaling up. Also dated 6th October 2026, Energy Solution EPC SP. z o.o. published a Battery Energy Storage System Procurement for the design and delivery of a complete installation, with specified capacity, components and services and compliance with network codes. In October 2026, STPower Spółka z ograniczoną odpowiedzialnością went to market for an Electric Energy Storage Facility Project with at least 39 MW of power and 165 MWh of capacity, including infrastructure and connections into the distribution network.

Further upstream, ENEA Nowa Energia sp. z o.o. has concentrated on equipment supply. Its Battery Energy Storage System Components notice from April 2026 covers delivery of components for a BESS with a target usable capacity of 840 MWh, including a guaranteed purchase of at least 600 MWh within 24 months. Taken together with the Pabianice and STPower projects, this points to a pipeline that spans full facilities and large component lots rather than isolated pilot schemes.

Behind the meter, batteries are entering commercial and municipal buildings. On 7th October 2026, MAX-POL Sp. z o.o. issued a Photovoltaic System Installation tender that combines a new PV plant with energy storage and an energy management system, including design, documentation and grid‑connection compliance. In October 2026, Gmina Mińsk Mazowiecki launched an Electrical Energy Storage Systems Installation contract for nine storage systems integrated with existing or planned PV at municipal facilities, together with manuals, warranty service and staff training.

Municipal utilities are taking a similar approach. In July 2026, Stadtwerke Winsen (Luhe) GmbH published a Battery Storage System Construction notice for turnkey delivery and operation of a stand‑alone grid‑connected battery in Buxtehude, with a focus on participation in electricity markets. Later that month, SWE Energie GmbH went to market for a Battery Energy Storage System Construction project with a preferred capacity of 20 MW and at least 40 MWh, covering planning, delivery, construction, commissioning and acceptance.

Procurement strategies and supplier models

These notices show that buyers are experimenting with different procurement strategies. Some, like JF ENERGIA DOBROŃ in Pabianice, are bundling design, construction, commissioning and O&M into a single award. Others split the work between design studies, equipment supply and full engineering, procurement and construction delivery. The mix allows organisations to match contracts to their internal capabilities, financing structures and appetite for long‑term operational risk.

At project level, scopes range from documentation to complete plants. Italmetal Sp. z o.o., for instance, is procuring an integrated package through its Electric Energy Storage System Supply contract, which covers supply, assembly, commissioning and implementation of two storage units as part of a modular BESS, plus an energy management system and hybrid control room. By contrast, Urządzenia i Konstrukcje SA has concentrated purely on design with its Hybrid Photovoltaic Installation Project, limited to preparing comprehensive documentation for a hybrid PV and storage installation and the necessary grid upgrades.

Despite these differences, many of the tenders share a familiar core of tasks:

  • design and permitting of battery systems and associated infrastructure
  • supply, installation and commissioning of batteries and power‑conversion equipment
  • integration with existing grids, renewable plants or consumer sites
  • operations, maintenance, monitoring and, in some cases, staff training

Some contracting authorities are also moving beyond single‑project tenders. BeGreen A/S has set up a Qualification System for Renewable Energy, creating a pool of suppliers eligible for future renewable‑energy plants and BESS schemes, subject to documentation and suitability checks. In September 2026, Batterij Meerstad Noord B.V. sought to appoint three contractors under a framework agreement for Battery Energy Storage Systems at Energielandschap Lageland, using a phased approach that allows initial deployment and later expansion.

Storage is also being tailored to sector‑specific needs. PRIVATE JOINT STOCK COMPANY “UKRHYDROENERGO” is procuring Battery Energy Storage Systems Procurement for multiple hydropower plants, including energy management systems, ancillary equipment and staff training. PUB GAS s.r.o. is buying a BESS between 1.2 MW and 1.54 MW with 2.5 to 3 hours of discharge for electric‑vehicle charging stations, under a contract that covers supply, assembly and installation.

Outlook for the Pabianice project

The JF ENERGIA DOBROŃ notice itself is brief, so key parameters such as the power rating, storage capacity and control architecture are not visible here. However, comparable projects from October 2026 – such as STPower Spółka z ograniczoną odpowiedzialnością’s 39 MW, 165 MWh Electric Energy Storage Facility Project and Energy Solution EPC SP. z o.o.’s Battery Energy Storage System Procurement with explicit network‑code compliance – indicate that clearly specified capacity, performance and grid‑connection requirements are now expected in major storage contracts.

Another consistent thread is long‑term operation. The Belize project includes three years of O&M; EDF power solutions’ scheme is framed around an estimated 20‑year operational period; Ukrhydroenergo and Gmina Mińsk Mazowiecki both build in training for staff who will run the systems. By bundling O&M with design and construction, the Pabianice project fits this wider tendency to contract for performance over time, not just for installed capacity on day one.

As the Pabianice contract progresses from tender to award and delivery, it will add one more data point to a wave of storage projects now moving through procurement. For suppliers, the pattern across these notices points to growing demand for partners that can combine engineering, grid integration and long‑term operational support in a single offer.
