5.1. The contracting authority has initiated this competitive dialogue with the aim of finding the most suitable way to best meet the needs of SE within the project Modernization of SORR, SIS, and CPL safety systems.
5.2. The contracting authority defines the following main needs and requirements for the competitive dialogue:
5.2.1. to ensure an increase in the level of nuclear safety and the long-term functionality, reliability, maintainability, and supportability of the SORR, SIS, and CPL safety systems, with emphasis on fulfilling safety functions, defense in depth, independence, redundancy, qualification, and diagnostics of the systems;
5.2.2. to ensure the modernization of safety systems in a way that minimizes interventions in the operation of the units and negative impacts on planned outages, while ensuring a clear definition of the interfaces of the modernized systems with the existing plant systems;
5.2.3. to ensure that the proposed technical solution is technically, implementation-wise, and licensing-wise feasible, takes into account the existing design, operational and licensing basis of the EMO12 units, and complies with the requirements of the contracting authority, applicable legal regulations, relevant technical standards, and nuclear supervision requirements;
5.2.4. to ensure that the proposed solution is economically efficient throughout the entire lifecycle of the systems, including costs for design, implementation, licensing, operation, maintenance, spare parts, and obsolescence management;
5.2.5. to ensure that bidders demonstrate the feasibility of the proposed solution during the competitive dialogue and prepare the documentation necessary to define the final technical, implementation, contractual, and commercial solution of the contract subject and for the submission of the Offer.
5.3. The contracting authority will make the Assignment (technical documents) needed for the preparation and conduct of the competitive dialogue available gradually, taking into account their scope and nature:
5.3.1. upon the announcement of the Competitive Dialogue, a freely accessible part of the Assignment containing the basic Technical Specification necessary to familiarize with the subject of the CD was made available;
5.3.2. after submitting the signed NDA, a part of the Assignment containing the complete Technical Specification will be made available;
5.3.3. during the dialogue phase, remaining parts of the Assignment, including complete Technical Requirements and available design, operational and technical documentation, will be progressively made available to the Bidders;
5.4. The contracting authority will make contractual documentation drafts available progressively, considering their scope and nature:
5.4.1. after submitting the signed NDA, the Basic Contractual Conditions will be made available;
5.4.2. during the dialogue phase, Bidders will be given access to complete drafts of the Contract for Work and applicable contractual conditions, LTSA, and applicable contractual conditions.
Brief project description
6.1. SE, as a significant electricity producer in Slovakia, is preparing the Modernization of SORR, SIS, and CPL safety systems project for the EMO12 units.
6.2. The project represents a comprehensive modernization of selected safety systems of the nuclear power plant, whose purpose is to ensure fulfillment of safety functions, reactor protection, protection of technological equipment, and control of safety significant functions under conditions of normal operation, abnormal operation, and design basis events.
6.3. The project mainly includes design, engineering, qualification, delivery, installation, testing, commissioning, and handover of modernized SORR, SIS, and CPL systems, including necessary modifications of related equipment, interfaces, cable routes, power supply, documentation, test procedures, operational regulations, training, and support during commissioning.
6.4. The project must be carried out while respecting mainly the following fundamental principles during preparation and implementation:
6.4.1. maintaining nuclear safety throughout the entire lifecycle of the project and minimizing impacts on the safe and reliable operation of the EMO12 units;
6.4.2. carrying out work in accordance with planned outages, operational restrictions, and plant requirements;
6.4.3. demonstrable qualification of proposed equipment, systems, software, hardware, and clear linkage of the technical solution to existing licensing, design, and operational documentation;
6.4.4. management of technical, integration, licensing, qualification, cyber, implementation, and scheduling risks and ensuring long-term service and technical support of the modernized systems.
6.5. The aim of the project is to prepare and implement a technical solution that corresponds to the safety significance of the modernized systems, is feasible under operating nuclear power plant conditions, is licensing defendable, economically reasonable, and provides sufficient technical and operational stability during the further planned operation of the EMO12 units.
6.6. Due to its scope, safety significance, number of interfaces, relation to outages, and licensing requirements, the project requires detailed technical discussions with Bidders within the framework of the competitive dialogue.
