Description:
Companies are invited to express interest in developing, producing, and delivering rail-bound superstructure and overhead line measuring vehicles, with further details provided after initial interest is confirmed.

Market exploration in accordance with Section 197 of the Federal Procurement Act 2018. In the first step, companies interested in participating in this market exploration are invited to express their interest in writing via email to Mr. Robert Ziegler (Robert.Ziegler@pv.oebb.at) by no later than 31.07.2026. In the second step, interested companies will receive a service description with detailed requirements for the service. Expressions of interest from companies that can only provide a part of the delivery objects or services are not permissible. Rail Equipment GmbH & Co KG reserves the right to enter into market exploration only with such companies that can demonstrably fulfill the prerequisites described in the service description. For further information, please refer to the service description, which will be sent upon request to Robert.Ziegler@pv.oebb.at, if interest is expressed. The request for indicative pricing is part of the service description. Additionally, a questionnaire will be provided, which must be answered by the end of the following period. The submission of indicative prices and the completed questionnaire must be done by no later than 21.09.2026 via email to Robert.Ziegler@pv.oebb.at.
After the deadline for expressions of interest, ÖBB may invite interested companies to non-binding industry talks or dialogues. These talks solely serve the purpose of factual discussion of market information, technical concepts, innovative solution approaches, and the assessment of implementation, scheduling, and risk factors in connection with potential future procurement. Participation in the market exploration and any industry talks is voluntary and does not entitle participation in a later procurement procedure or the award of a contract. Participation does not create any rights to equal treatment, protection of trust, or the conclusion of a contract. This market exploration is neither a notification nor an invitation to submit offers, nor part of a procurement procedure. The information obtained may be used by ÖBB, in compliance with procurement law, without any obligation to conduct a procurement procedure or to certain design specifics. ÖBB expressly reserves the right to adjust or terminate the content, scope, and process of the market exploration at any time, discontinue individual or all industry talks, and refrain from initiating a procurement procedure altogether or in part. Market exploration for the development, production, and delivery of rail-bound superstructure and overhead line measuring vehicles.
The Track Management & Infrastructure Development Division (SAE) of ÖBB Infrastruktur AG is responsible for the regular condition assessment of track geometry, rail profiles, and other superstructure-related parameters across the entire ÖBB network with two track measurement vehicles and for the regular condition assessment of the overhead line across the entire electrified ÖBB network with one overhead line measurement vehicle. The collected measurement data (including force interaction between pantograph and overhead line contact force measurement, non-contact resting position measurement - overhead line geometry, track geometry parameters, rail profiles, rail wear, and imaging information) form a crucial basis for maintenance in the core and supplementary network of ÖBB. The current measuring vehicles are to be gradually replaced by new vehicles from the year 2030 due to aging, with the aim of continuing to meet and continuously optimize the high requirements for condition determination. The subject and scope of the market exploration include the development, manufacturing, and delivery of 3 functional, operational, and approved measuring vehicles for economical use in the operator's operations and safe operation in terms of EisbG (AT) and TSI.
The market exploration includes 5 vehicle variants including measurement technology or integration of existing systems, with preferred variant 1a (variant 1 a+b as a two-part, locomotive-propelled train consisting of a control car and a measuring car with (a) Vmax 230km/h in measurement operation up to 250kmh =+10% and (b) Vmax 200km/h in measurement operation up to 220kmh =+10%, as well as variant 2a+b as a multi-part train set (powerhead-measuring car-powerhead) with (a) Vmax 230km/h in measurement operation up to 250kmh =+10% and (b) Vmax 200km/h in measurement operation up to 220kmh =+10%. Variant 1a and 2a are imperative for the overhead line measuring train due to the required Vmax=250km/h in measurement operation
Variant 3 is executed as a multi-part electric train set with Vmax 250km/h.
Alternative variants covering the mentioned requirements are permitted.
To ensure the quality standards required in the future, two new track measuring vehicles and one overhead line measuring vehicle, including an observation cabin, are to be procured and partially equipped with existing or new measurement sensors. Superstructure measurement technology, e.g., track geometry measurement system based on inertial measurement and a rail profile measurement system including switch measurement, overhead line measurement technology such as pantograph contact force measurement system and overhead line resting position measurement system. Room layout: To ensure the smooth operation of the measuring vehicles, occupational health requirements in accordance with the Employee Protection Act (ASchG) must be observed. Furthermore, the following required areas and rooms must be considered: *Driver's cab with seating for 2 people (driver and co-driver/navigator). *Meeting room, workspace for 4 workplaces with adequate monitors. *Server room with at least 8-10 computer cabinets and individual air conditioning - front and back accessible *Social area including separate kitchen, bathroom, and WC *Transportation of at least 16 employees *Train control: ETCS, PZB, LZB *Train radio GSM-R and FRMCS * Vehicle profile according to EN 15273-2: laterally and above: G1, below: GI2
* Line class according to EN15528: C2
