Subcontracting within R&D work Note update dated 22.10.2026. A correction of an erroneous entry in the "Warranty period" field was made, changing the value from "30" to "Not applicable", according to the content of the request for proposal, which does not provide for a separate warranty obligation. This change is of an editorial nature and does not affect the scope of the subject of the order, conditions for participation in the procedure, evaluation criteria, nor the method of preparing and pricing offers. Consequently, this change does not require extending the deadline for submitting offers, which remains unchanged, i.e., 27.10.2026 at 9:00 AM.
The subject of the order is the implementation of specialized research and development work supporting the development of a system for assisting the evaluation of the authenticity of signatures and works of art using artificial intelligence and advanced image analysis, in a project entitled "Development of an innovative system to support the evaluation of the authenticity of signatures and works of art using artificial intelligence and advanced image analysis." The planned system will serve to support expert assessment of the compliance of signatures and selected fragments of works of art with the authors' reference material. The solution will use image processing, computer vision, machine learning, and deep learning methods to identify diagnostic features, compare signatures, analyze local properties of the work, and determine the level of compliance with the reference profile. The system will consider the quality of the input material, reliability of reference data, natural variability of the author's features, and result uncertainty. Results will be presented as a scoring and analytical report, enabling identification of significant similarities, discrepancies, and cases requiring further expert evaluation. The subcontracting scope is scientific and research in nature and includes the development and validation of 2D image analysis methods, research on the quality and standardization of reference data, development of specialized methods for extracting geometric, topological, textural, and embedding features, research on similarity and scoring models, as well as experiments regarding algorithm robustness to imaging disturbances and the justification for the use of spatial or quasi-spatial information. The scope also includes the development of experimental algorithmic components, models, scripts, validation procedures, statistical analyses, and documentation enabling reproduction of the conducted studies. The development of the target system architecture, organization and provision of reference material, maintenance of server infrastructure and data repositories, qualification of materials in terms of content, integration of individual work results into a technology demonstrator, preparation of a demonstration panel, and organization of expert validation and pilot testing remain the responsibility of the Contracting Authority. The Contracting Authority provides access to necessary research materials, reference data, technical environment, and art market expert assessments, ensuring the required rights for their use. The subject of the order does not include the development of a commercial production application, routine software development, purchase of server infrastructure, building a complete 3D scanning system, acquisition of art collections, nor issuing expert opinions confirming the authenticity of works. The Contractor will not independently decide on the authenticity of signatures or objects. Their task is to develop specialized research and algorithmic methods and verify their effectiveness within the scope defined by the Contracting Authority.
