Description:
The service involves adapting electrical energy measurement systems at 10 pump stations in the ZZ Elbląg area to meet Energa Operator's requirements by replacing existing systems with high-voltage measurement systems and ensuring all necessary documentation and reconstruction work.

1. The subject of the order is the provision of a service entitled "Ensuring Proper Functioning of Pump Stations - Adaptation of Measurement Systems to Energa Operator Requirements at Pump Stations in the ZZ Elbląg Area". The aim of this task is to adapt the electrical energy measurement and settlement systems installed at 10 pump stations located in the ZZ Elbląg operational area to the requirements of Energa Operator as outlined in the Network Operating and Maintenance Instruction (IRiESD) p. II.4.7.1 and p. II.4.7.3. available on the OSD Energa Operator S.A. website. The reconstruction of the measurement systems involves replacing the semi-direct systems with low-voltage energy measurement with indirect systems with high-voltage energy measurement, equipped with current and voltage transformers in all 3 phases. Scope of work: 1) Preparation and agreement of documentation concerning the measurement system with the distribution system operator Energa Operator according to the requirements of IRiESD. 2) Reconstruction of the measurement system based on the documentation agreed upon by the contractor with the distribution system operator. All materials necessary for the reconstruction of the measurement system and the costs of power outage during the reconstruction of the system are the contractor's responsibility. 3) Execution of control and measurement works along with measurement protocols. 4) Detailed description of the subject of the order and the terms of the execution of the order are specified in: - Description of the subject of the order (OPZ) – Appendix No. 1 to SWZ, - Draft contract provisions (PPU) – Appendix No. 8 to SWZ. 2. The contracting authority does not allow partial offers. The contracting authority does not divide the order into parts for the following reasons: awarding the order in parts, each of which constitutes a separate procedure. 3. The contracting authority does not foresee the possibility of awarding the orders referred to in Art.214(1)(7) PPL. 4. The contracting authority does not reserve the obligation for the contractor to personally perform key parts of the order. The contractor may entrust the performance of parts of the order to a subcontractor. The contracting authority requires that the contractor indicate in the offer the parts of the order that they intend to subcontract, as well as provide the names of potential subcontractors if already known. The requirements regarding subcontracting are specified in the PPU. 5. In accordance with Art. 95(1) PPL, the contracting authority requires the contractor to employ persons on a labor contract basis who will perform activities specified by the contracting authority during the execution of the order. Detailed information is in points 4.9 and 4.10 SWZ. The contracting authority does not impose requirements concerning the employment of persons referred to in Art.96(2)(2) PPL. 6. The contracting authority does not foresee the requirement for the contractor to carry out a site visit or verify documents necessary for the execution of the order available on-site at the contracting authority. The contracting authority recommends that the contractor conducts a site visit of the work area to obtain information that may be necessary for the preparation of an offer and to conclude the contract and execute the order. Conducting a site visit is not a prerequisite for submitting an offer in this procedure. The contracting authority does not cover the costs of traveling to the site visit location or the costs of protective measures used by contractors. The contracting authority does not require a performance guarantee. 8. All costs associated with participation in the proceedings, particularly the preparation and submission of the offer, are borne by the offering contractor. The contracting authority does not provide for the reimbursement of participation costs in the procedure. 9. The contracting authority reserves the right to cancel this procedure based on Art. 257 PPL, if the funds intended for the execution of the order are not granted in full or in part. The contracting authority is entitled to cancel the procedure on the aforementioned grounds at any stage. The contracting authority retains the right to cancel the procedure on the aforementioned grounds both when receiving clear information about not being granted funds and in the event of a delay in receiving them concerning the planned execution period, if the lack of funds in time would hinder the execution of the order. The contractor does not have the right to demand from the contracting authority actions aimed at obtaining funds for the execution of the order if these are not granted from the intended source. In the event of cancellation under Art. 257 PPL, contractors are not entitled to claims for reimbursement of any participation costs, including, in particular, the reimbursement of site visit costs, calculation and offer preparation costs, and this – by the fact of participating in the procedure on the terms specified in this documentation, contractors accept without reservations. 10. The contractor will provide a warranty and guarantee in accordance with § 10 PPU. 11. Proceedings plan number in BZP: 2026/BZP 00116193/06/P; plan position: 2.3.439.

Order completion time is up to 70 working days from the date of contract signing. The order completion time is one of the criteria for evaluating offers, which is specified in detail in point 15 SWZ.
