The Contractor is obliged to provide a complete, mutually compatible solution along with documentation, software and configuration enabling connection and commissioning of the delivered components.
The Contracting Authority does not allow partial offers or partial selection, because the above elements are functionally closely connected and must cooperate to achieve the required operating parameters, and their separation could result in lack of technical compatibility and risk of malfunction of the entire system.
If the description of the subject of the order contains: names of specific manufacturers, specific product names, quality standards, patents, trademarks, types, standards, these should be treated only as assistance in describing the subject of the contract. In all cases, equivalent products in terms of design, materials, functionality, quality are allowed. If any trademark, patent or origin is indicated in the description, it should be understood that these specify technical, operational and usage parameters, which means that the Contracting Authority allows submission of offers for equivalent products with equivalent technical, operational and usage parameters.
The burden of proving equivalence lies with the Contractor, who if offering equivalent solutions should attach technical specifications, datasheets, manuals or other documents containing technical data of the equivalent elements to the offer. In case of doubts about equivalence of particular elements, the Contracting Authority will call the Contractor to submit additional explanations or documents.
