Final Safety Report, Periodic Safety Review..
The Client plans to conclude a value-based framework contract worth HUF 774,700,000 + VAT, and undertakes to call off 70% of the total amount. The planned quantities indicated in Annex 4 to the Contract (Price table) are transferable between tasks and years up to the extent of the framework amount. The aim of the procurement is the annual updating of the Final Safety Report (FSR) of the MVM Paks Nuclear Power Plant and the technical engineering and scientific support for the implementation of the Periodic Safety Review (PSR) due in 2027: a nuclear power plant operating VVER-440 type units – based on the requirements of the 1/2022. (IV. 29.) OAH decree on nuclear safety requirements for nuclear facilities and related authority activities (hereinafter: 1/2022. (IV. 29.) OAH decree) Article 37 (4), and the requirements for the Periodic Safety Review as per Article 40 of the decree, and according to the provisions in volumes 1, 2, 3, 4, 7 and 8 of the Nuclear Safety Regulations issued as annexes to the decree – preparation, updating, modification, and the technical and documentation tasks necessary for the implementation of the PSR and the preparation of the Periodic Safety Report (PSRe) concluding it, covering the entire scope of the FSR. The FSR is the most important foundational document for the operating license, playing a key role in verifying the safe operation of the facility. According to the legal obligation defined in Article 37 (4) of the 1/2022. (IV. 29.) OAH decree, MVM Paks Nuclear Power Plant Ltd. (MVM PA Ltd.), as the licensee of the nuclear facility, must "include in the Final Safety Report the presentation of modifications performed, new authority and regulatory requirements, and all such new information that may affect safety analyses. The updating must be performed as soon as reasonably possible once new information is available and can be incorporated into the Final Safety Report. The licensee shall annually compile the Final Safety Report into a uniform structure reflecting changes in the nuclear facility." The purpose of the Periodic Safety Review (PSR) as defined in Article 40 of the 1/2022. (IV. 29.) OAH decree is to verify whether the nuclear facility is operating in accordance with the basis of its authorization. The PSR is due ten years after the finalization of the operating license for the first time, and thereafter every tenth year following the previous review. The tasks supporting the updating of the FSR and the execution of the PSR – including preparation of the concluding PSRe – are derived from legislation and identified in past practice. Part of these tasks can be performed using the internal resources of the power plant’s organization based on existing capacity, while another part requires external engineering and scientific services. To perform the tasks, qualification is required for expert activities related to modification and operation of technological systems classified into Safety Classes 1-3 according to the Nuclear Power Plant Systems Safety Classification (ABOS). 1. Project scope Basic task (technical minimum requirement): A.1 Monitoring legislative and standard changes related to the FSR, preparing related textual amendments of the FSR. A.2 Content verification and updating of the tables in section 3.1.2 of the FSR Special tasks: 1. Tasks induced by modifications to the Nuclear Safety Regulations (NSRs) 2. Verification of compliance with other legislation within OAH competence 3. FSR modifications necessitated by the construction of Paks 2 4. FSR modifications due to technical changes (unit modifications) 5. Reflection of the consequences of major projects – e.g. changes in equipment reliability and configuration management processes, etc. – and development and incorporation of required FSR modifications/completions during project progress. 6. Monitoring changes in design base data, updating safety analyses 7. Other technical tasks 8. Content review of source and background documents 9.
