Description:
Commissioning a contractor to perform laboratory diagnostic examinations and sample collection to support the Youth Welfare Office of Bremen in assessing risks related to child protection.

The aim of this tender is to commission a suitable contractor (AN) to carry out laboratory diagnostic examinations for the Youth Welfare Office of the City of Bremen. The commissioning of an external laboratory serves the purpose of obtaining valid medical-toxicological insights that support the Youth Welfare Office in assessing the risk of endangerment. These findings are not only significant for proceedings within the Youth Welfare Office but are often also of considerable importance for family court proceedings (e.g., in the context of § 1666 BGB).

The subject of the tender is the case-specific collection of urine, blood, and possibly hair samples, as well as their laboratory diagnostic examination for alcohol, drugs, and medications. For the proposal calculation, the client has based the estimate on 900 samples annually.

In addition to sample collection, other tasks related to service provision include:
- Preparation of assessment reports as per templates
- Professional advice for the case managers of the Youth Welfare Office of Bremen
- Participation in interdisciplinary case discussions
- Reporting
- Conducting training and information events for the employees of the Youth Welfare Office of Bremen

The municipal Youth Welfare Office of the City of Bremen is part of the domain of the State Youth Welfare Office under the Senator for Labor, Social Affairs, Youth, and Integration - here as the client (AG) - in whose area of activity lies the state internal and inter-state quality assurance and quality development according to § 79a SGB VIII (guidelines, recommendations, professional and procedural standards) for child and youth welfare, as well as professional consulting and direct protection of minors in case of complaints and special incidents, as well as other dangers to the welfare of children and adolescents in facilities.

The Youth Welfare Office of the City of Bremen is legally obliged to act in the presence of significant indications of a threat to the welfare of the child in accordance with § 8a SGB VIII. In specific cases, laboratory diagnostics are required to clarify possible substance influences of parents, guardians, or - in exceptional cases - of children and adolescents to assess the family situation.

The subject of the tender is the case-specific collection of urine, blood, and possibly hair samples, as well as their laboratory diagnostic examination for alcohol, drugs, and medications. The services serve the professional assessment within the framework of child protection proceedings. The sampling will be commissioned by the case management of the Youth Welfare Office on a case-by-case basis. This is a supportive service within the framework of an official procedure, based on the order of the Youth Welfare Office. The annual volume of samples usually varies between 800 and 1,800. For the proposal calculation, the client has based the estimate on 900 samples annually.
