General planning services for the project "Utilization of Waste Heat from the Wastewater Treatment Plant Erfurt-Kühnhausen for Integration into the District Heating Network of SWE Energie GmbH" in the planning lot plant engineering

Planning lot plant engineering.
The objective of this project is to utilize the waste heat potential from the treated wastewater of the wastewater treatment plant located in the district of Kühnhausen. Large heat pumps, which are to be housed in a machine house and connected to the medium-voltage network, are essential components of the project to make the thermal potential of the treated wastewater usable. For this purpose, an extension of the existing district heating network of the client will also be necessary.
The overall project is structured into a planning lot "Plant Engineering" and another planning lot "Expansion District Heating Network". The subject of this procurement is the general planning for the first planning lot Plant Engineering. The second planning lot, extension of the district heating network, will be procured separately.
As part of the general planning, the following object and specialist planning services are to be procured:
- Engineering structures
- Open space planning
- Structural planning
- Technical equipment / electrical planning (including planning of the control system connection to the central control technology of the contracting authority in accordance with ITSiG requirements for critical infrastructure operators),
- Mechanical engineering equipment
- Sound assessment
- Design surveying
- Fire protection assessment
- Explosion protection assessment
The services
- Soil assessment
- Landscape maintenance accompanying plan
- Species protection
will be procured externally by the contracting authority, but must be specified by the future contractor through the formulation of a task description (as a special service). Furthermore, the external assessments must be coordinated with the contractor's own services and the results integrated into future planning.
The commissioning will take place in stages. Initially, phases 2 to 4 (pre-planning, design planning, and approval planning) will be awarded immediately upon conclusion of the contract at the first stage. The second stage includes phases 6 and 7 (involving the creation of the functional performance description and subsequent participation in the award of general contractor services). The third stage initially includes the review of the detailed planning and assembly planning of the future general contractor corresponding to phase 5. In addition, the third stage also encompasses construction supervision in the form of owner support as well as technical construction monitoring (local construction supervision or object monitoring) each in phase 8.
However, the future contractor has no entitlement to receive the further stages beyond the first stage.
The future contractor has the right to demand a reasonable adjustment of fees for the execution of the subsequent stages if more than 12 months have passed since the completion of the last commissioned stage without a further stage being awarded during this time (availability of resources). Should the contracting authority refuse a reasonable fee adjustment after the 12 months, the contractor may refuse to proceed with further processing.
The (staged) services to be awarded correspond to
- phases 2 to 4 (regarding preliminary, design, and approval planning)
- phase 6 (regarding the functional performance description),
- phase 7 (regarding participation in the award)
- phase 5 (regarding a review of the plans of the general contractor)
- phase 8 (regarding construction supervision and technical construction monitoring) of the various object and specialist planning.
