Government of the Punjab has received financing from the World Bank toward the cost of the Getting Result: Access and Delivery of quality Education Services in Punjab (GRADES-P) Project, and it intends to apply part of the proceeds of this credit to payments under the Contract, Consultancy Service “Implementation of Environmental and Social Framework” under the World Bank funded Getting Results: Access and Delivery of quality Education Services in Punjab (GRADES-P).



The purpose of the consultancy is to prepare district-wise Environmental and Social Management Plans (ESMPs) across Punjab, along with developing site-specific ESMPs for the project component and screening reports for the project. In addition, the firm will support the effective implementation of identified mitigation measures, carry out environmental and social monitoring, and prepare compliance reports in line with applicable requirements. The PMU, GRADES-P now invites eligible consulting firms to indicate their interest in providing the required services as explained in the ToR. Interested firms should provide the following information demonstrating that they have the required qualifications and relevant experience to perform this assignment. Key Experts will not be evaluated at the shortlisting stage. The parameters for evaluating EOI responses are given below: -

Overall experience of ten (10) years’ experience in providing Environmental and Social Management services in Pakistan preferably in development or social sector

Relevant Experience:



2.1



At least three similar assignments, completed/substantially completed (at least 70% of scope delivered).  Experience in education sector will be accorded due weightage



2.2



Must have experience in preparing at least five (05) Environmental and Social Safeguard instruments (Environmental & Social Management Framework (ESMF), Environmental and Social Impact Assessment (ESIA), Resettlement Policy Framework (RPF) etc.) for development sector.



2.3



Familiar with the preparation of Stakeholder Engagement Plan (SEP) and Labour Management Plan (LMP) on similar scope and nature, focusing in Pakistan

Technical and Managerial Capacity:



The technical and managerial structure of the firm (only the structure of the organization, general qualifications, are indicated). CVs are not required for shortlisting.

Applicants are requested to provide only relevant and complete information specific to proposed services and avoid submitting generic promotional literature. Incomplete / generic information will not be considered. The Client reserves the right to withdraw from the hiring process at any time and interested firms are responsible for all costs incurred arising out of, or in relation to this request.



 



The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 



 



Consulting firms may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Firms interested to participate in JV should submit information for each partner, which will be assessed independently regardless of capacity/experience of the other partner. The maximum number of partners in a joint venture (JV) shall not exceed two (02).



 



A consulting firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) Method set out in the Procurement Regulations.
