It is the responsibility of the winning bidder, as general designer, to involve all related specialized subcontractors, deliver plans on time and with the quality prescribed by the contracting authority, support the construction procurement procedure (assembling procurement documentation appendices, answering questions arising during supplementary information, reviewing offers, participating in evaluation), and provide design supervision during the physical implementation period. • Participation in the handover procedure of the work site • Participation in two monthly on-site cooperations upon client request (construction period is 9 months plus technical handover according to regulations) • Preparation of overlay plans related to deviations or shortcomings in execution plans during construction • Evaluation of technical change requests • Participation in technical acceptance procedures • Issuance of designer’s declaration upon use permit, if applicable

Pécs Market Square - Design.
Within the "TOP_Plusz-6.2.1-23 - Sustainable Competitive Urban Development" program, the "Design program related to the function-expanding reconstruction and development of Pécs Market Square" project is to be implemented. The Municipality of Pécs City with County Rights is committed to the wellbeing of the local community and the modernization of urban infrastructure. The Pécs Market Square, which has served local residents and visitors for many decades, is about to undergo significant transformation. The current infrastructure and services of the area have become outdated. The buildings and public spaces, unchanged for decades, no longer meet the requirements and expectations of the modern age, neither for residents nor traders. The central element of the development is the Market Square area and the old bus turning loop lying to the south. Current issues include minimal green area ratio, morphological disorder, technical and aesthetic obsolescence of buildings, and partially developed transport and utility networks. The objective of the project is to modernize the Market Square's infrastructure and support the local economy, while preserving traditional functions. AREAS AFFECTED BY DESIGN: • Parcel number 24000 - "Old bus turning loop of the Market Square" • Parcel number 24010 - "Market Square area" (part of the area marked on the site plan) • Parcel number 23998/5 – Rátgéber Basketball Academy (optional technical content) The zoning details for parcels 24010 and 24000 under zoning code "K-ke-1955" are: • detached, settlement-like development; • minimum buildable plot size 4000 m2; • maximum allowable building coverage 40%; • maximum building height 12.5 m; • minimum green space 45% The zoning details for parcel 23998/5 under zoning code "K-i-1856" are: • detached, settlement-like development; • minimum buildable plot size 4000 m2; • maximum allowable building coverage 40%; • maximum building height 15.5 m; • minimum green space 40% EXISTING BUILDINGS AFFECTED BY DEVELOPMENT Existing central water block building: approx. 160 m2 net usable floor area Weight House building: approx. 90 m2 net usable floor area Central food court: consists of 2 building units (200 and 150 m2 net usable floor area) Móra Ferenc street pavilion row: after demolition of existing pavilions shown on the cadastral copy, modern pavilions to be placed, selected from the pavilion modules listed later. Architecture: • Placement of facade thermal insulation (appropriately to building functions) • Modernization of external and internal doors and windows • Modernization of walls and floors • Clean painting • Complex accessibility improvements • Review and if necessary modification of existing catering units according to current legislation and regulations (e.g. room connections, surface treatment, hygiene, fire and labor safety), expansion e.g. with tray washer, central changing room • Expansion of covered entrance area before catering units at least twice their current size. As this is not on the cadastral copy, and expansion width-wise is difficult, it would be better to demolish and design a new central covered entrance that could also function as a multifunctional space if needed. Plumbing: • Modernization of rainwater drainage and collection • Replacement of basic heating, drinking water, and sewage main pipes necessary • Installation of adjustable electric heating (with air conditioning and/or infrared panels) • Air conditioning of main rooms if necessary, with associated mechanical and electrical work • Replacement of sanitary fixtures, toiletries, and faucets in wet rooms • Planning of wall openings related to ventilator/odor extraction systems retrofitted by tenants • Planning for placement of consumption meters and sub-meters Electrical: • Modernization of lighting (replacement of fixtures, wiring, switches/outlets) • Checking adequacy and load capacity of non-metered wiring related to network development • Presumably expansion of contracted electric capacity will be necessary • Fire alarm system installation if necessary • Alarm, Wi-Fi • Installation of solar panel system • Inspection and planning of lightning protection system • Planning for placement of consumption meters and sub-meters The winning bidder contracts as general designer. Their task and responsibility during the design process includes selecting suitably qualified and authorized subcontractors (specialized designers), carrying out the design activities in cooperation with the contracting authority in accordance with the design contract. Support for procurement procedure: The general designer's task and responsibility includes supporting the construction procurement during offer evaluation. The winning bidder cooperates in the construction procurement procedure (preparing appendices of procurement documents, answering questions during supplementary information, reviewing offers, participating in evaluation) and provides design supervision throughout physical implementation. Design supervision: The winning bidder also contracts for design supervision. The performance condition is to be available twice monthly at a time and place agreed with the contracting authority during the whole period of physical implementation. According to Section 19 (4) of the Public Procurement Act, the designer prepares and is responsible for the cost estimates and cost calculations related to state construction investments, ensures compliance with architectural and technical documentation, and performs cost expert tasks defined in Section 22 of the Act.
