The subject of the contract is the delivery and integration of a functional technological unit composed of new goods and their installation, including analyzers for monitoring air pollutants, calibration and support devices, communication interfaces, data transmission, and integration into the central collection and database system within the National Air Quality Monitoring Network (hereinafter referred to as "NMSKO"), with the expansion of the system to include equipment for measuring new pollutants such as NH3, PM1 particles, Black Carbon particles, and ultrafine particles as required by the new directive: DIRECTIVE OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL (EU) 2024/2881 of October 23, 2024, on ambient air quality and cleaner air for Europe and simultaneously the requirements of STN EN ISO/IEC 17025 and Decree No. 250/2023 Slg. The subject of the contract was determined based on the review performed by the European Environmental Agency (EEA) of the monitoring of pollutants in NMSKO and the implementation of a new directive requirement to ensure compliance with the requirement for pollutant monitoring, transmission, and processing of measured data.
The subject of the contract will integrate the technological unit into the accredited system for monitoring air pollutants within NMSKO using reference and alternative methods, ensuring activities for improving NMSKO operations, performing metrological inspections and tests, collecting samples of outdoor air and atmospheric precipitation for analysis, calibrating NMSKO analyzers, conducting quality control of monitoring stations, conducting comparative measurement of NMSKO monitoring stations, required data yield, informing the general public about levels of air pollution in accordance with the requirements of Act No. 146/2023 Slg. of February 17, 2023, on air protection and the amendment of some laws. Meanwhile, the measured results form the basis for fulfilling the obligations related to the smog warning system according to the requirements of the applicable legislation while respecting in full the established system of accredited measurements in NMSKO in accordance with the requirements of the standard STN EN ISO/IEC 17025, including the established quality system and the requirements of the STN/EN 17255 standard focused on the requirements of the collection system, as well as the requirements of the Directive of the European Parliament and Council (EU) 2024/2881 of October 23, 2024, on ambient air quality and cleaner air for Europe transposed into Act No. 146/2023 Slg. of February 17, 2023, on air protection and the amendment of some laws and Decree No. 250/2023 Slg. Directive of the European Parliament and of the Council (EU) 2024/2881 of October 23, 2024, on ambient air quality and cleaner air for Europe in Annex IV defines individual reference methods for evaluating concentrations in ambient air by referring to a description in individual standards as follows: the reference method for measuring nitrogen dioxide and nitrogen oxides in ambient air is described in standard EN 14211, the reference method for measuring sulfur dioxide in ambient air is described in standard EN 14212, the reference method for measuring ozone in ambient air is described in standard EN 14625, and the reference method for carbon monoxide measurement in ambient air is described in standard EN 14626. This legislation is legally binding for the public procurer. The accreditation certificate of the public procurer is specified in Appendix No. 5 of the Tender Documents.
The defined technological functional unit must ensure the automation of processes within NMSKO and must be fully compatible with the existing system operated within the monitoring network. The newly delivered technological unit must form a functional system overlay of the current infrastructure and be in full compliance with the requirements of the standards STN EN ISO/IEC 17025, STN EN 17255, and the established quality system of NMSKO, along with the relevant valid legislation. Actions must be governed by the requirements of mandatory regulations for established accredited measurements in NMSKO. Ensuring process continuity is key for the acceptability and representativeness of measurement results published in hourly time segments on the website of the public procurer and to the EEA. Any incompatibility with established quality control procedures would lead to degradation of measured data and loss of NMSKO's accreditation status.
The subject of the contract thus consists of one functional technological unit, which includes:
• air quality analyzers, their installation, and putting into operation;
• calibration and support devices, their installation, and putting into operation;
• communication interfaces, their installation, and putting into operation;
• data transmission and integration into the central collection and database system.
Further information on individual items as well as the overall technological unit and related services of the technological functional unit are provided in Chapter (B) Description and Evaluation of the Subject of the Contract.
