The project involves the modernization of IT and OT systems in water supply infrastructure, focusing on enhancing server and network security, implementing monitoring and protection systems, and ensuring compliance with cybersecurity requirements.
Part 1: Modernization of servers and networks in the IT technical area The subject of the contract is the modernization of servers, networks, and the implementation of monitoring and protection systems, as well as securing the control systems of the Water Treatment Plant and pumping stations through redundant servers, industrial network security probes, and solutions protecting power continuity. The order is part of actions aimed at comprehensively increasing the resilience of IT and OT systems in water supply infrastructure. The implementation of these actions aims to ensure increased resilience of the IT and OT environment to threats, continuity of water supply services, and full compliance with the requirements of the National Cybersecurity System. Within Part I - IT TECHNICAL AREA, the subject of the contract includes: - Adaptation of modern hardware and application solutions that will comprehensively secure the company's teleinformatics infrastructure, - Implementation of a SIEM-class system with XDR and EDR modules, which will contribute to advanced monitoring and analysis of security events, - Building a high-availability server architecture based on HA-type servers, storage arrays, and virtualization systems, ensuring stability and continuity of service provision, - Introduction of UTM-class solutions, backup systems with tape libraries and backup software, and NAS servers, - Integrating the entire infrastructure using managed network switches with full security standard support, powered by UPS systems with battery modules - The server system must be available in the latest version valid at the date of contract execution. Part 2: Implementation of network monitoring and protection systems in OT The subject of the contract is the modernization of servers, networks, and the implementation of monitoring and protection systems, as well as securing control systems of the Water Treatment Plant and pumping stations through redundant servers, industrial network security probes, and power continuity protection solutions. The contract is part of activities contributing to a comprehensive increase in the resilience of IT and OT systems in water supply infrastructure. The aim is to ensure increased resilience of the IT and OT environment against threats, continuity of water supply services, and full adaptation to the National Cybersecurity System requirements. In Part II - OT technical area, the subject includes: - Implementation of instrumentation securing control and visualization systems, which are crucial for the continuity of water infrastructure operation, - Modernization of OT area protections with consideration of the specifics of ICS and SCADA systems, - Adaptation of dedicated industrial network monitoring and protection systems, enabling early incident detection and effective cyber threat response, - The server system must be available in the latest version valid at the date of contract execution. Participation conditions: - Knowledge and experience: The contracting authority has set a technical or professional capacity condition, which will be met if the contractor demonstrates that in the last five years before the deadline for submission of bids, or if the period of business activity is shorter - during this period, they have completed at least: 1 delivery of a central SIEM security system with XDR EDR elements ensuring monitoring and event analysis with a total gross value of at least 20,000.00 PLN; - List of required documents/declarations: - list of deliveries - declaration of no grounds for exclusion and fulfillment of participation conditions - other documents/declarations described in the Request for Proposal - Knowledge and experience: The contracting authority has set a technical or professional capacity condition, which will be met if the contractor demonstrates that in the last five years before the deadline for submission of bids, or if the period of business activity is shorter - during this period, they have completed at least: 1 implementation of a network monitoring and protection system enabling early incident detection and effective cyber threat response with a total gross value of 15,000.00 PLN; - List of required documents/declarations: - list of services - declaration of no grounds for exclusion and fulfillment of participation conditions - other documents and declarations indicated in the Request for Proposal
