Description:
Helmholtz Center Munich seeks consulting services to enhance its IT infrastructure with a focus on integrating cloud resources, managing device lifecycles through cloud solutions, and ensuring compliance with regulations, while requiring the contractor to operate independently and provide high-quality, actionable recommendations.

Following the cyber-attack on March 15, 2022, the Helmholtz Center Munich has initiated a significant overhaul of its IT infrastructure. The aim is to extend and complement the on-premises resources with a modern, well-integrated, and high-performance cloud infrastructure. Key areas of focus for this expansion include the transition of the entire lifecycle of devices to a cloud-based management (Intune) and the increasing integration of cloud resources from the Azure Cloud, for example, to establish a fallback network infrastructure. Furthermore, the establishment of a regular operation in the area of M365 resources is to be pursued. All of this should be done with the possible NIS2 regulation in mind and considered from today onwards.

The support for a potentially required procurement procedure for acquiring new components of the IT infrastructure (software or hardware) is NOT part of the consulting services to be procured.

The client expects the contractor to deliver a high-quality, professional, and technically sound execution of the task that is timely, economically effective, and ultimately results in comprehensive, resilient, and actionable advice or recommendations, or in the corresponding implementation. A prerequisite for this is that the personnel deployed by the contractor to meet their obligations works completely independently and without being integrated into the internal structures of Helmholtz Munich. The client expects that the contractor will utilize their expertise, communicate effectively, ensure understanding and transparency, responsibly manage resources, and instruct and qualify the staff of the client while transferring their knowledge.
To achieve the required level of service quality, it is expected that the following framework conditions are generally considered in fulfilling the tasks:
(1) The scope for the organization is generally adhered to but also utilized. This applies, among other things, to cooperation, approaches, methods to be used, and the structure of the documentation.
(2) A very structured, independent, and self-responsible approach is taken with a very high level of problem-solving capability and result orientation; at the same time, tasks are fulfilled in cooperation with dialogue partners. In doing so, own ideas are introduced and applied as far as reasonably possible.
(3) Mastery and application of relevant methods and approaches are required.
As a key point, Helmholtz Munich requires that each assignment can be approached without any familiarization time regarding the methods to be used, approaches, or the utilization of the current and scientific state of the art. Projects and undertakings are usually under a very tight schedule, making it necessary to apply already successfully tested structures, methods, expertise, and insights without delay. This presupposes the relevant competence in these areas. Below are the requirements that must be met at least at the listed quality level by the contractor.
