The University Hospital Frankfurt (UKF) is concurrently procuring a flexible AI compute, development, and integration platform. The platform is intended to be used over 36 months for heterogeneous AI, analysis, development, and integration scenarios. For professional-technical management, secure integration into the existing UKF infrastructure, economical use, and controlled further development, an independent consulting partner from the compute provider will be commissioned.
What is sought is not a pure AI strategy consultant nor a personnel pool, but a personally working specialist team that professionally connects hospital IT, enterprise/campus/data center infrastructures, AI compute, cloud/hybrid, container/Kubernetes, information security, audit support, and provider management.
The goal is a repeatable approach from the use case idea through technical architecture, resource and security assessment, as well as piloting to the decision on scaling, regular operation, or termination. The contractor forms the independent technical consulting and management interface between UKF, specialist departments, IT, Data Protection Officers, compute providers, and other technology or implementation partners.
The client conducts the procurement of the AI compute platform and “Accompanying Consulting, Architecture, Governance, Security, Audit, and Provider Management Services for the AI Compute, Development, and Integration Platform” in two separate procurement procedures. The subject of the present tender is exclusively the procurement of "Accompanying Consulting, Architecture, Governance, Security, Audit, and Provider Management Services for the AI Compute, Development, and Integration Platform."
There is a direct professional and economic dependency between both service areas. In particular, the recommendations, technical concepts, and demand assessments developed as part of the AI consulting services may have a significant influence on the type, scope, and call-off of the AI compute services. To ensure independent, objective, and economically neutral consultancy and to avoid potential conflicts of interest, the client envisages a personnel and economic separation of the contractors of both service areas.
Simultaneous participation of the same economic operator in both tender procedures is therefore not permitted. This also applies accordingly to bidding consortia as well as economically connected companies insofar as, due to their concrete interrelations, independent performance cannot be guaranteed.
By submitting the offer, the bidder declares that they comply with the aforementioned requirements and that no participation exists in the respective other procurement procedure that could lead to an impermissible conflict of interest.
The client reserves the right to examine possible conflicts of interest in compliance with the procurement law principles of transparency, equal treatment, and proportionality and to take necessary measures.
The total price amounts to EUR 100,000.00 gross for the entire contract period. The bidder must bindingly guarantee at least 66.5 person-days (PD) for this.
