The scope of the public procurement includes the following activities, which relate to all 4 multi-family residential buildings, divided into separate lots:
- Design - preparation of a technical investment project, in accordance with the design assignment;
- Construction - execution of the construction and installation works (CIMR) specified in the investment project;
- Author's supervision - exercising author's supervision under the Spatial Development Act during the execution of the construction and installation works.
SCOPE OF THE PROCUREMENT – types of activities:
DESIGN
Activity 1 – Preparation of an investment project: Development of an investment project in the phase of "technical project" in compliance with Regulation No. 4 of May 21, 2001, regarding the scope and content of investment projects; When preparing the project, the chosen contractor must take into account the mandatory measures for maintaining and ensuring the site prescribed in the Passport from the survey to establish the technical characteristics and in the Report on energy audit and the Energy Characteristics Certificate of buildings in operation.
Activity 2 – performance of CIMR in the implementation of the construction of the site:
The execution of the construction and installation works for each multi-family residential building begins after the relevant building permit comes into force and is carried out according to the approved technical investment project. The execution of CIMR is carried out in accordance with Part III "Construction" of the Spatial Development Act. The contractor performs CIMR for the site in accordance with the issued construction documents, the conditions of the contract, and the requirements of Articles 163 and 163a of the Spatial Development Act. The execution of construction and installation works includes the complete implementation of the activities foreseen in the approved technical investment project, including the delivery and installation of the necessary equipment, materials, and construction products. The scope of the execution also includes activities for restoring and securing the existing elements of the buildings, such as concrete surfaces, compromised plasters, facade and staircase railings, chimney caps, drainage systems, and other architectural and structural elements. A new lightning protection system will be constructed in accordance with regulatory requirements. Also, during the construction activities, conditions for accessible environment will be ensured in compliance with the requirements of Regulation No. RD-02-20-2 of January 26, 2021, applying the corresponding design solutions reflected in the technical passport and in the "Architecture" part of the investment project.
The circumstances related to the commencement, execution, and commissioning (acceptance) of CIMR for the activities envisaged by the investment project will be certified by the preparation and signing by the participants of the relevant acts and protocols in accordance with Regulation No. 3 of 2003 on the preparation of acts and protocols during construction. All samples of documents affecting the investment process will be signed not only by the above-mentioned participants but also by the authorized representative of the Construction Supervision.
The envisaged CIMR activities include all activities for energy renovation - for the application of EE measures and all activities for the application of mandatory measures prescribed by the Survey for establishing the technical characteristics for the site, according to the developed investment project.
Mandatory measures prescribed in the Technical passport and survey according to the parts "Architecture", "Structures", "Fire Safety", "Electrical - lightning protection" and measures for ensuring "Accessible environment" are provided.
Activity 3 – Performance of authorship supervision:
In connection with the accurate compliance with the investment project during the execution of CIMR, the Contractor through individual competent persons, authors of the applicable project documentation by parts, should carry out author supervision pursuant to the requirements of Article 162 of the Spatial Development Act and the execution contract. With the exercise of supervision by the designers - authors of individual parts of the technical project, the exact execution of the project is guaranteed, compliance with architectural, technological, and construction rules and norms, as well as the preparation of project documentation for the commissioning of the facility.
Author supervision will be exercised in all cases when the presence of a designer on site is necessary regarding:
• Presence during the preparation of protocols and signing of mandatory protocols and acts during construction and in cases of establishing the exact execution of the project, approvals at the request of the Contracting Authority, etc.;
• Observation of the execution of the construction throughout the entire execution period of construction and installation works for compliance with the designer's instructions for the exact execution of the project prepared by him by all participants in the construction;
• Preparation and coordination of changes in the project documentation if necessary at the request of the Contracting Authority and/or on the proposal of the construction supervision, etc.;
• Approval of the executive documentation for the construction: after the execution of the facilities, final executive documentation for the works performed is prepared based on the project documentation, records in the Order Book, products prepared additionally or updated project documents and drawings, including those changes marked during the execution of CIMR. Executive documentation must be submitted in 3 (three) original copies on paper and 1 (one) electronic medium CD/DVD/USB.

LOT-0001
Pernik, Kraka Pernik Square, Block 14, Entrances A, B, C, D, and E.
Lot No. 1: Pernik, Kraka Pernik Square, Block 14, Entrances A, B, C, D, and E;
The subject of the separated lot includes activities related to engineering – design, CIMR, and author's supervision, for the implementation of energy efficiency measures in a multi-family residential building in Pernik, Kraka Pernik Square, Block 14, Entrances A, B, C, D, and E.
The scope of the separated lot includes the following activities:
Activity 1 – Preparation of an investment project:
Development of an investment project in the phase of "technical project", in accordance with Regulation No. 4 of May 21, 2001, based on the energy efficiency survey, the survey for establishing technical characteristics, and the technical passport of the building. The project must include all necessary parts - architecture, structures, electrical, water supply and sewage, HVAC, energy efficiency, fire safety, building strengthening, and city planning documentation, including quantity and cost estimates.
Activity 2 – Performance of CIMR:
The foreseen construction and installation activities include the application of energy efficiency measures and the execution of all mandatory construction measures, according to the technical specification. The following energy-saving measures are implemented: thermal insulation of external walls, roof, basement floor, and ceilings; replacement of joinery and entrance doors; construction of lightning protection; restoration of damaged concrete and plaster surfaces; repair of roof elements and drainage systems; implementation of measures for an accessible environment and fire safety. CIMR are carried out in accordance with the current legislation, including all environmental and labor requirements.
Activity 3 – Exercise of authorship supervision:
The contractor exercises authorship supervision during construction in accordance with Article 162 of the Spatial Development Act, with obligations to sign acts and protocols, provide instructions, and follow compliance with the approved investment project.
The construction is third category according to the Spatial Development Act.
Expected results:
– achieving an energy consumption class of at least "B";
– implementation of all energy-saving and mandatory measures;
– reduction of energy consumption by at least 30% compared to primary energy;
– extension of the building's life cycle;
– improvement of living conditions, security, and accessibility;
– reduction of greenhouse gas emissions and contribution to a sustainable transition.

LOT-0002
Pernik, Bela Voda District, Simeonovgrad Street, Block 19, Entrances A and B.
Lot No. 2: Pernik, Bela Voda District, Simeonovgrad Street, Block 19, Entrances A and B; The subject of the separated lot includes activities related to engineering - design, CIMR, and author's supervision for the implementation of energy efficiency measures in a multi-family residential building in Pernik, Bela Voda District, Simeonovgrad Street, Block 19, Entrances A and B, with a total built-up area of 1207.89 sq. m.
The scope of the separated lot includes the following activities:
Activity 1 – Preparation of an investment project:
Development of an investment project in the phase of "technical project" for all necessary parts, in compliance with the requirements of Regulation No. 4 of May 21, 2001. The project must be based on the data from the survey for establishing the technical characteristics, technical passport, and report on energy audit of the building. It is foreseen to include all mandatory project parts, as well as quantitative and cost estimates and visualizations prepared for coordination with the competent institutions.
Activity 2 – Performance of CIMR for the implementation of the construction of the site:
The planned construction and installation activities include the implementation of energy efficiency measures – thermal insulation of external walls, roof, and floor, replacement of existing joinery with PVC with triple glazing, roofing structure repair and facade restoration. Mandatory accompanying CIMR are also included: restoration of concrete elements, plastering, railings, and chimneys, construction of lightning protection and grounding installation, replacement of the electrical installation in public areas, fire safety measures, and ensuring accessible environment, in accordance with the requirements of the project documentation.
Activity 3 – Exercise of authorship supervision during construction according to Article 162 of the Spatial Development Act:
Designers for all parts must exercise authorship supervision during construction activities, ensuring control over compliance with the approved design, providing instructions, making prescriptions, and certifying executive documentation.
The construction is third category according to the Spatial Development Act.
Expected results:
– implemented and put in place energy efficiency measures according to the prescriptions of the conducted survey;
– mandatory measures implemented according to the prescriptions of the technical passport;
– reaching a higher energy consumption class – at least class "B";
– improvement of the energy characteristics of the building and extension of its life cycle;
– improvement of living conditions and comfort for residents;
– over 30% energy savings compared to primary energy consumption;
– reduced greenhouse gas emissions.

LOT-0003
Pernik, Father Paisii Street, Block 90, Entrances A and B.
The subject of the separate position includes activities related to engineering – design, construction and author supervision for the implementation of energy efficiency measures in a multi-family residential building located in Pernik, "Otec Paisiy" Street, Block 90, Entrances A and B.
Within the scope of the separate position, the following activities are included:
Activity 1 – Preparation of an Investment Project:
Development of an investment project in the "technical project" phase covering all necessary parts according to Regulation No. 4 from 21.05.2001, including architecture, structures, energy efficiency, electrical, plumbing, fire safety, safety and health plan, waste management plan and financial documentation. The project should comply with the technical passport, the inspection to establish technical characteristics, and the energy audit of the building.
Activity 2 – Implementation of Construction Works for the realization of the project:
Implementation of energy efficiency measures is planned – thermal insulation of external walls, roofs and floors, replacement of windows, implementation of waterproofing and façade plasters, as well as all accompanying mandatory activities. Roof repairs, restoration of façades, plasters, railings, casings, chimneys, and vents, replacement of gutters and downspouts, repair of staircases, installation of new electrical wiring with energy-saving lighting, lightning protection, fire safety measures, and providing accessible environment will also be performed. All activities are carried out according to the approved investment project and applicable legislation.
Activity 3 – Exercising Author Supervision during Construction in accordance with Article 162 of the Territorial Development Act:
Author supervision is carried out by the designers across all parts, including control over compliance with the approved project documentation, providing guidance during execution, coordinating changes, certifying executive documents, and cooperating with the contracting authority and construction supervision.
The construction is classified as third category according to the Territorial Development Act.
Expected results:
- implemented and put into operation energy efficiency measures, in accordance with the prescribed recommendations from the energy audit;
- completed mandatory constructive, architectural, and installation measures, in accordance with the recommendations from the technical passport and the inspection;
- achieving an energy consumption class of at least "B";
- realized savings of primary energy of no less than 30%;
- extended life cycle and improved energy characteristics of the building;
- improved living conditions, accessibility, and safety;
- reduced energy costs and greenhouse gas emissions.

The subject of the separate position includes activities related to engineering – design, construction and author supervision for the implementation of energy efficiency measures in a multi-family residential building in Pernik, "Naicho Tsanov" Street, Block 17.
Within the scope of the separate position, the following activities are included:
Activity 1 – Preparation of an Investment Project:
Development of an investment project in the "technical project" phase covering all necessary parts according to Regulation No. 4 from 21.05.2001, including architecture, structures, electrical, plumbing, HVAC, energy efficiency, fire safety, safety and health plan, waste management plan and financial documentation. The project should comply with the technical passport, energy audit, and inspection to establish technical characteristics of the building.
Activity 2 – Implementation of Construction Works for the realization of the project:
It is envisaged the implementation of all measures from the approved investment project, including thermal insulation of external walls, roofs and floors, replacement of windows, repair of the roof structure, laying of waterproofing, new roof covering, and all accompanying activities. External façade renovations, restoration of plasters, caps and casings, replacement of gutters and downspouts, measures to ensure accessibility, internal restoration works on staircases, energy-saving LED lighting with emergency circuits, construction of lightning protection and grounding installations, as well as fire safety measures are also planned. All work is carried out according to the project documentation and applicable regulatory requirements.
Activity 3 – Exercising Author Supervision during Construction in accordance with Article 162 of the Territorial Development Act:
Designers across all parts exercise author supervision to ensure compliance with the approved project documents, give guidelines and technical solutions, reflect instructions in the order book, and certify executive documentation, assisting the contracting authority in project realization.
The construction is classified as third category according to the Territorial Development Act.
Expected results:
- realized energy-saving measures according to the recommendations from the energy audit;
- completed mandatory constructive and installation measures according to the technical passport;
- achieving an energy consumption class of at least "B";
- savings of at least 30% of primary energy realized;
- improved energy characteristics and extended lifecycle of the building;
- improved accessibility, safety, and architectural vision of the building;
- reduced energy costs and lowered greenhouse gas emissions.
