The market dialogue concerns the preparation for the procurement of passenger counting devices to be installed on buses of Oulu Region Transport (OSL).
The goal of the information request is to investigate the technical solutions, cost levels, and feasibility available in the market. The aim of the market dialogue is to gather information on:
• suitability of passenger counting devices for public transport use
• available counting technologies
• power supply and connection to vehicles' ITxPT network
• data transmission solutions (vehicle network vs. own network)
• remote management and administration
• installation solutions and foundation methods
• vibration damping and other durability-related solutions
• life cycle costs

This is not a procurement notice or a request for proposal, but an announcement to initiate market dialogue with potential interested parties and potential suppliers regarding the procurement. This invitation to market dialogue does not solicit or accept bids, but informs the market of the forthcoming tendering process. Interested parties are asked to provide feedback on the design, implementation, and practical arrangements regarding the passenger counting devices to ensure that the bidding process can be carried out in the most relevant manner.
One joint information session will be held between the client and service providers during the market dialogue. The information gathered during the market dialogue will remain completely confidential and will only be used for the development and planning of the procurement. The market dialogue does not obligate the contracting authority to carry out the procurement as described in this document, therefore the final procurement announcement and request for proposal may differ from the information presented in this invitation or the market dialogue.
Participation in the market dialogue does not bind a company to participate in the tendering process, nor is it a requirement for later participation in the actual tendering process. MARKET DIALOGUE EVENTS
A joint market dialogue event will be held on May 29, 2026, from 10:00 to 11:00.
The event will take place as a Teams meeting.
Pre-registration for the market dialogue event is required via email to tomi.paananen@ouka.fi by May 20, 2026, at the latest.
Preliminary agenda for the market dialogue event:
1. Opening of the event: Public Transport Planner Tomi Paananen, City of Oulu
2. Preliminary schedule and content of the procurement
3. Discussion
Confidential one-on-one market dialogue events (1 hour/event) will be organized if necessary. Registration for one-on-one meetings should also be done at the same time as for the joint market dialogue event. Specific dates for participants will be clarified after the registration period ends.
Participants in the market dialogue can also provide written feedback regarding the planned procurement after the market dialogue event; such comments should be submitted by June 12, 2026, at 14:00, to ensure their consideration in the preparation of the tendering process.
The actual procurement announcement and request for proposal are scheduled to be published according to the preliminary plan in August 2026.
