NIS-2 compliant transformation of OT systems in the cooling supply sector

LOT-0001
Modernization of automation and network technology in waterworks..
The subject of the tender is the renewal and modernization of the automation, visualization, and network technology in two waterworks as well as one elevated water tank. The goal of the measure is the upgrade of the plants to the current state of the art, taking into account the requirements for cybersecurity, network segmentation, availability, and operational safety in the context of NIS-2 requirements.

The scope of services includes the planning, delivery, installation, parameterization, programming, migration, commissioning, and documentation of the automation technology, including the renewal of existing PLC systems, decentralized automation components, as well as the necessary communication and remote control interfaces.

The renewal of the automation technology is to be carried out based on the Siemens system platform using current SIMATIC S7-1500 controllers including engineering in the TIA Portal. The central process visualization is to be provided, designed, and commissioned ready for operation based on Siemens WinCC Unified. The visualization is to be integrated with the newly established automation systems as well as the existing technical facilities.

Furthermore, the service includes the renewal and expansion of the industrial network infrastructure including active network components, network segmentation, secure communication connections, remote access solutions, as well as the components required for implementing a contemporary IT/OT security concept.

The service also includes the migration of existing functions and process data, the execution of factory, functional, and data point tests, commissioning during ongoing plant operation, training of operating personnel, as well as the handover of complete revision and inventory documentation.

The specification of the Siemens system platform serves to ensure a uniform system architecture within the client's plants, to guarantee compatibility with existing standards, to secure maintainability by operating personnel, and to avoid additional training, licensing, and interface efforts. The targeted system continuity particularly serves the long-term operational and investment security as well as the implementation of a consistent cybersecurity concept.

Special requirements arise from maintaining the water supply during the reconstruction measures. The contractor must plan and execute the works so that necessary operational interruptions are limited to the technically necessary minimum. Comparable references from waterworks, wastewater facilities, or other critical infrastructure plants are required.
