Description:
The project involves expanding the electrification infrastructure at the Thal depot to accommodate future electric vehicles, including the construction of a new transformer station, installation of charging stations, and integration into existing energy management systems.

For the Thal depot (N01/section 56, canton of St. Gallen), the electrification infrastructure will be expanded in a single implementation phase and as a closed overall concept so that all future vehicles (passenger cars, 3.5 t delivery vans, trucks, winter service) can be electrically powered. Triggered by the Federal Energy Strategy directive (ASTRA 76006) and the climate package, the currently still functional but largely 1970s-era electrical supply is no longer capacitive enough for the full expansion of e-mobility; further optimization through load management is no longer possible. The site is suitable as a model solution because it does not have to be completely rebuilt in the long term, offers spatial freedom, is structurally in an acceptable condition, and can be well connected to a new transformer station. Core measures include the construction of a more powerful transformer station on an ASTRA parcel (ESTI procedure by engineering office, later owned/operated by ASTRA/GEVI), the development of the site with new low-voltage underground cables and building installations, standard and fast charging stations, a battery storage for peak loads (winter service), PV feed-in and grid stabilization, an extension of the vehicle hall for transport vehicles in longitudinal direction (roof height unchanged, simplified approval procedure), as well as the disentanglement from the cantonal low-voltage grid (cantonal police building, old TS 54 on cantonal parcel under network operator's ground lease). The new infrastructure will be integrated into the GEVI energy management (GridVis) and the BSA control system.

The contract includes the complete design services of the BSA specialist area of the detailed project+ (DP+). There is no prior project phase (except for the project compendium), so for example, basic services that would normally be created in the planned earlier project phases must be created within the DP+. Furthermore, the design phases "tender", "execution documents", "construction", "commissioning, completion" and "construction management" are part of this contract.

For the Thal maintenance center (N01/section 56, canton of St. Gallen), the electrification infrastructure will be extended in a single phase and according to a unified overall concept so that all future vehicles (passenger vehicles, 3.5 t delivery vehicles, heavy goods vehicles, winter service) can run on electricity.

Following the instructions related to the Confederation's energy strategy (ASTRA 76006) and the climate package, the existing electrical supply, still functional but largely dating from the 1970s, is no longer sufficient for the complete expansion of electric mobility; further optimization through load management is no longer possible.

The site is ideal for a model solution as it will not require a complete redesign in the long term, offers room for maneuver in terms of space, is in an acceptable structural condition and can be easily connected to a new transformer station.

Key measures are the construction of a more powerful transformer station on the ASTRA parcel (ESTI procedure by the engineering office, then ownership/operation ASTRA/GEVI), the connection of the site by new low-voltage underground lines and building installations, normal and rapid charging stations, a battery for peak loads (winter service), PV injection and grid stabilization, the longitudinal extension of the parking lot for transport vehicles (roof height unchanged, simplified authorization procedure), and the separation of the cantonal low voltage grid (cantonal police building, old TS 54 on cantonal parcel with the network operator's surface rights).

The new infrastructure will be integrated into the energy management of GEVI (GridVis) and the BSA management system.
