Title: Support from Scientific Experts for the Finalization of the 2025 Wild Species Report Call Number: 5000090646 NIBS: B009 SPSC: 81171600 Description: 1. Summary Canada is launching a request for proposals from qualified bidders to provide support from scientific experts for the finalization of the 2025 Wild Species Report to Environment and Climate Change Canada as defined in the Statement of Work annex. The contract period is from the date of the contract until 2027-Mar-31 inclusive. The selection method is the highest combined score for technical merit (70%) and price (30%). 2. Carbon Neutral Challenge Clause Bidders for Environment and Climate Change Canada (ECCC) are encouraged to join the Carbon Neutral Challenge. The Carbon Neutral Challenge is a national initiative led by Environment and Climate Change Canada (ECCC) that helps businesses develop and implement effective strategies and plans aimed at reducing greenhouse gas emissions from their facilities and activities to net-zero by 2050. The Carbon Neutral Challenge aligns with Canada’s commitments under the Paris Agreement to combat climate change and support Canada’s Climate Competitiveness Strategy, which aims to build a prosperous net-zero future where Canadian businesses and industry are well-positioned to be competitive and play a leading role in a low carbon global economy. Currently, there is a mandatory federal requirement for high-value procurements. In the future, all bidders are encouraged to join the Carbon Neutral Challenge regardless of the monetary value of the procurement. Bidders who join the Carbon Neutral Challenge are encouraged to: 1. Measure and disclose their greenhouse gas emissions; and 2. Commit to planning, setting, and achieving greenhouse gas reduction targets based on scientific data and aligned with the goals of the Paris Agreement. Participation in the Carbon Neutral Challenge supports not only global climate objectives but also benefits businesses by positioning them as leaders in a low carbon global economy. Compliance with the Code of Conduct - Offer | Code of Conduct Compliance with the Code of Conduct. The bidder must comply with the Government of Canada’s Procurement Code of Conduct. 5. Integrity Provisions Bidders must provide certain information regarding contracts subject to the Ineligibility and Suspension Policy (the policy) at the time of submission or offer. Bidders also have a continuing obligation to inform the Office of Integrity and Supplier Compliance of any changes regarding their information. Requirements for Combating Forced Labor The bidder declares that no goods related to the Work are mined, manufactured, or produced, in whole or in part, by forced labor. Regardless of who acts as the importer, the bidder must not, during the performance of the contract, deliver to Canada or import into Canada, directly or indirectly, goods related to the Work whose import is prohibited because they are mined, manufactured, or produced, in whole or in part, by forced labor. 7. Trade Agreements This requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA), the Canada-Chile Free Trade Agreement, the Canada-Colombia Free Trade Agreement, the Canada-Honduras Free Trade Agreement, and the Canada-Panama Free Trade Agreement. 9. Social Procurement Environment and Climate Change Canada supports the social and economic objectives of the Government of Canada, including increasing the participation of businesses from underrepresented groups in public procurement. As such, bidders who are Canadians or Canadian-led businesses from underrepresented groups, such as women, LGBTQ2+ individuals, persons with disabilities, and members of visible minorities, are encouraged to submit a bid for this opportunity. 10. Certification Requirements Contracts entered into with former public servants who receive a pension or a lump-sum payment must be subject to public scrutiny and reflect fairness in the use of public funds. To comply with Treasury Board policies and guidelines regarding contracts with former public servants, bidders must provide the information detailed in the certification section of the bid. 11. Debriefing Bidders may request a debrief and feedback on their results from the bidding process. Bidders should make this request to the contracting authority within 15 business days following the receipt of the results from the bidding process. The debriefing can be provided in writing, by phone, or in person. 12. Official Languages Environment and Climate Change Canada provides procurement services in both official languages.
