Supplier needed for materials to construct a laboratory model for an autonomous parking tower with energy recovery system, including various electrical components and installation equipment.
Delivery of industrial automation components Estimated value: PLN 41,000.00 Delivery of materials for the construction of a laboratory model for the implementation of project FELD.01.02-IP.02-0037/24 - Conducting research and development work to design and build a prototype of an innovative product: autonomous parking tower with integrated energy recovery system.

1. Offers must be submitted no later than 19/06/2026 by 12:00 PM. 2. Offers must be submitted exclusively via the Competition Database (BK2021) - https://bazakonkurencyjnosci.funduszeeuropejskie.gov.pl/ in response to this announcement. 3. The offer must be submitted in PDF electronic form, signed with a qualified electronic signature or electronically with a trusted or personal signature. 4. Communication in this procurement proceedings, including exchange of information between the Contracting Authority and the Contractor and submission of documents and declarations, shall take place in writing via BK2021. 5. Submission of an offer is considered effective if the complete offer arrives via BK2021 within the specified deadline. A complete offer contains the filled and signed Annex 1, Annex 2, and Annex 3 to this announcement. 6. The Contractor may submit only one offer in this procedure. Submitting more than one offer will result in rejecting all offers from that Contractor. 7. The order must be fulfilled within 14 calendar days from the contract signing date. The delivery date is considered the date of delivery of the ordered products or services in the correct quantity along with the invoice to the Contracting Authority. 8. Payment terms - Payment within a maximum of 14 days from receipt of a correctly issued VAT or advance invoice. 9. The Contractor remains bound by the submitted offer for 30 days after the offer submission deadline. 10. The Contracting Authority does not allow partial offers. 11. If references to trademarks, patents, origin, source, or special processes characterizing products or services provided by a particular contractor appear in the Inquiry or annexes, and these could lead to privileging or excluding some contractors or products, these terms are not binding and do not intend to violate principles of fair competition, equal treatment, proportionality, and transparency, but only clarify expectations for quality, functional and technological features of the Contracting Authority. Equivalent solutions meeting minimum quality parameters and specified functional properties are allowed. 12. The contract must be executed within 14 days from signing. 13. The contract may be signed in person at the Contracting Authority’s office or electronically as per Art. 78(1) of the Civil Code (i.e., signed with a qualified electronic signature) or electronically with a trusted or personal signature. 14. If an offer is submitted with a net price at least 30% lower than the estimated contract value or the arithmetic mean of all non-rejected offers, the Contracting Authority will request explanations from the Contractor regarding price or cost calculation, supported by evidence. Offers with unsubstantiated or unaccepted explanations for extremely low prices will be rejected. 15. To avoid conflicts of interest, persons acting for the Contracting Authority in the procurement process including offer evaluation cannot be personally or financially tied to bidders. These persons must provide declarations as specified in the “Eligibility Guidelines for Expenditure 2021-2027”. 16. The Contracting Authority reserves the right to cancel the procurement if the most advantageous offer exceeds the budget allocated to the contract. Conditions of participation: - Additional participation conditions: 1. Exclusion scope 1.1 To avoid conflict of interest, contracts shall not be awarded to entities personally or capital-related to the Contracting Authority. Personal or capital ties include mutual relations between the beneficiary or persons authorized to incur liabilities on behalf of the beneficiary or persons acting on behalf of the beneficiary during preparation and conduct of procurement, especially: a) participation in a company as partner or shareholder holding at least 10% of shares or stock (unless lower threshold applies by law), membership of supervisory or management bodies, proxy, or attorney, b) marriage, kinship or affinity in direct line, kinship or affinity up to second degree side line, adoption, guardianship, or cohabitation relationships with the contractor or their legal representatives or management or supervisory body members of bidders, c) such legal or factual relationship with the contractor raising justified doubts on impartiality or independence in the procurement proceedings. 1.2. The order cannot be granted to entities directly or indirectly supporting or responsible for the Russian Federation war actions and excluded under: a) Art. 5k of Council Regulation (EU) No 833/2014 of 31 July 2014 concerning restrictive measures in response to actions destabilising Ukraine (Official Journal L 229, 31.7.2014, p. 1), as amended by Regulation (EU) 2022/576 (Official Journal L 111, 8.4.2022, p.1), b) Art. 7(1) of the Act of 13 April 2022 on special measures to counter supporting aggression against Ukraine and to protect national security (Journal of Laws 2025 pos. 514).
