The City Environment Sector of Helsinki and the City of Helsinki Construction Services Enterprise Stara, forming a procurement ring, are organizing a tendering process for environmental technology consulting services.
The entities forming the procurement ring will each make their own procurement decisions and contracts based on the tendering process in question. The City Environment Sector (hereinafter Kymp) is responsible for the procurement process. The procurement targets are divided into three (3) areas as follows:
Area 1: Consulting works related to contaminated areas and recycling of waste.
Area 2: Consulting works related to the investigation, design, and water permit applications of sediments.
Area 3: Planning, advice, and supervision tasks related to construction site water management.
The criteria for selection in each area is overall economic advantage, based on the best price-quality ratio as follows:

SCOPE OF FRAMEWORK ARRANGEMENT
The estimated total value of the framework arrangement excluding VAT throughout the entire contract period (including the possible option period) is 24,330,000 euros, and the maximum value excluding VAT is 32,630,000 euros.

Area 1: Consulting works related to contaminated areas and recycling of waste.
Four (4) suppliers will be selected for Area 1, unless there are fewer eligible bidders meeting the qualification criteria and approved bids.
