The Federal Ministry for the Environment seeks a project sponsor to manage the funding program aimed at enhancing resource efficiency and promoting circular economy practices in companies and municipal institutions until the end of 2029.

The Federal Ministry for the Environment, Climate Protection, Nature Conservation and Nuclear Safety (AG'in) intends to commission a project sponsor for the period from the award of the contract until December 31, 2029, with the technical and administrative processing of the funding program 'Digital Applications to Increase Resource Efficiency and Circular Economy in Companies and Municipal Institutions, for Circular Business Models and Start-Ups in the Circular Economy – DigiRess Circular'. The new funding program 'Digital Applications to Increase Resource Efficiency and Circular Economy in Companies and Municipal Institutions, for Circular Business Models and Start-Ups in the Circular Economy – DigiRess Circular' builds on the successful funding program DigiRess I but will be further developed towards Circular Economy.

The Federal Ministry for the Environment, Climate Protection, Nature Conservation and Nuclear Safety (AG'in) intends to commission a project sponsor for the period from the award of the contract until December 31, 2029, with the technical and administrative processing of the funding program 'Digital Applications to Increase Resource Efficiency and Circular Economy in Companies and Municipal Institutions, for Circular Business Models and Start-Ups in the Circular Economy – DigiRess Circular'. An extension of the contract for the year 2030 is considered if the budgetary requirements are met.

Four funding calls per year are planned. In addition to these funding calls, AG'in reserves the right to hold up to 5 additional funding calls for the entire contract duration. For the funding program and the approval of projects, a total of 50 million euros will likely be available in the budget years 2026 to 2029.

The budget funds will be distributed from 2026 at approximately 10-12 million euros in expenditures per year. It is expected that individual projects will have a funding volume of 100,000 to 1,000,000 euros, with the focus of individual projects likely being in the de minimis area.

The service aims to support the BMUKN in its departmental-specific tasks. For all work steps, the contractor (AN) must ensure close coordination with the BMUKN as the client (AG'in). During the entire duration of the project sponsorship, a project manager must be named as a permanent contact person and a representative.

The tasks of the contractor (AN) include technical and administrative support for AG'in in implementing the funding program 'Digital Applications to Increase Resource Efficiency and Circular Economy in Companies and Municipal Institutions, for Circular Business Models and Start-Ups in the Circular Economy – DigiRess Circular', as well as additional support services that arise both directly from the specific project funding and are indirectly related to the funding. The service period extends from the award of the contract until December 31, 2029 (see No. 4). The contractor acts in the name and on behalf of AG'in towards third parties and represents AG'in in every respect (e.g., in correspondence, personally at events, on the internet presence, etc.).

It is intended to appoint the contractor as a trustee according to § 44 Abs. 3 BHO with the fiduciary administration of federal funds. A fiduciary administration of funds is based on the regulations attached as 'tMV contractor’, which will remain unchanged as part of the individual contract. Furthermore, it is intended to engage the contractor according to § 44 Abs. 4 BHO (further details on the engagement are under No. 3.1 of this service description).

For the administration, conception, and implementation of the funding program, the services presented below shall be provided and settled separately according to project sponsor tasks in the narrower sense and program management tasks.
