Description:
Development and implementation of an AI-based chatbot using open-source models for on-premise deployment, structured in several work packages with the first package being mandatory and others optional based on client decisions.

The subject of this tender is the development, implementation, evaluation, and production of an AI-based chatbot based on open-source models for on-premise deployment within the BAW's own infrastructure.

The project will be conducted in several phases. The services are divided into the following work packages:

- Work Package A - Specification Phase (Planning, Strategy, Use Cases, and Architecture Roadmap)
- Work Package B - Security, Compliance & Ethics
- Work Package C - Data Preparation and Knowledge Management
- Work Package D - Chatbot Modeling, Retrieval, and Evaluation
- Work Package E - Platform, Environments, and Production (MLOps)
- Work Package F - Training, Knowledge Transfer & Change Management
- Work Package G - Operation, Monitoring & Maintenance

The client awards the contractor the binding contract for the services of Work Package A. The remaining work packages (B-G) are designed as optional (partial) services that the client may request after the award. The contractor must provide the services from the respective work packages optionally and based on interim decisions of the client regarding the actual execution. The client may award the work packages B-G individually or as a complete package.

Moreover, the contractor must provide services for the further development of the AI-based chatbot optionally and after the client's interim decision concerning the actual execution.

There is no entitlement to the call of optional services.

Details can be found in the preliminary draft of the contract key points (Annex 13) and the preliminary draft of the service description (Annex 10).

As part of a previous project, an external company developed a chatbot prototype for building inspections and provided it to the BAW. This will serve as the basis for the development, implementation, evaluation, and production of the AI-based chatbot detailed in this tender process. In the event that this company participates in the tender process, the client will take all necessary and appropriate measures to avoid any information and knowledge advantage for the company. In particular, he will provide the essential results to the candidates selected in the participation competition - as far as permitted - to avoid any information and knowledge advantage for the company. The company is not involved in the design and processes of this tender process.

The contract will not be divided into lots.
