The subject of the open procedure is the selection of a contractor for a public procurement for "Delivery through purchase and warranty (service) maintenance of 1 new electric vehicle with an associated charging station in implementation of project No. BG-RRP-13.009-0002 "Installation of photovoltaic systems in social services buildings in Varna municipality and purchase of an electric vehicle with a charging station", by specific lots", as follows:
- Specific lot No.1: "Delivery through purchase and warranty (service) maintenance of 1 new electric vehicle for the needs of eight family-type accommodation centers for children and youth in Varna municipality in implementation of project No. BG-RRP-13.009-0002 "Installation of photovoltaic systems in social services buildings in Varna municipality and purchase of an electric vehicle with a charging station"
- Specific lot No.2: "Delivery and installation of an associated charging station in implementation of project No. BG-RRP-13.009-0002 "Installation of photovoltaic systems in social services buildings in Varna municipality and purchase of an electric vehicle with a charging station"
Upon execution of the order, the following must be performed: Delivery through purchase and warranty (service) maintenance of 1 new electric vehicle with an associated charging station in implementation of project No. BG-RRP-13.009-0002 "Installation of photovoltaic systems in social services buildings in Varna municipality and purchase of an electric vehicle with a charging station", by specific lots. The subject of the order also includes the provision of warranty/service maintenance of the supplied vehicle during the warranty period. Warranty/service maintenance refers to the required periodic maintenance of the vehicle (different from correcting deficiencies, at the expense of the Contractor during the warranty period).
The charging station is planned to be installed on municipal property with identifier 10135.4504.795 according to the cadastral plan of the city of Varna, UPI 1 – 592, kv. 12a, residential complex "Vladislav Varnenchik" I-st m.r., with administrative address: Varna, bul. "Konstantin and Fruzhin" No.42 A and B, according to APOST No. 11394 from 12.03.2025.
The public procurement is implemented under Project No. BG-RRP-13.009-0002 "Installation of photovoltaic systems and purchase of an electric vehicle, including an associated charging station for the needs of social services, delegated by the state activity, provided in Varna Municipality", under Procedure through direct allocation of funds from the Recovery and Resilience Mechanism BG-RRP-13.009 "Installation of photovoltaic systems (PV) in existing social services, delegated by the state activity and purchase of electric vehicles, including related charging stations for providing social services", priority axis REPowerEU, investment 5 (C13.I5), National Recovery and Resilience Plan.

Based on Art. 21, Para. 6 of the Public Procurement Act and in connection with Art. 7 of the Public Procurement Regulation, the Contracting Authority will assign Specific Lot No.2 according to its individual value – 4,502 euros excluding VAT. The individual estimated value of Specific Lot No.2 falls within the scope of Art. 20, Para. 4, item 3 of the Public Procurement Act.
Motives:
The condition of Art. 21, Para. 6 of the Public Procurement Act is met – the value of Specific Lot No.2 does not exceed 156,464 leva (79,998.77 euros). The estimated value of Specific Lot No.2 – 4,502 euros excluding VAT represents 9.30% of the total estimated value of the order, i.e. does not exceed 20 percent of the total estimated value of the order.
Participants can submit offers only for Specific Lot No.1.
